I hope this is a Maro style answer as in we're not doing masterpieces because instead we're doing this other awesome thing! This would've been a perfect set for a masterpiece series centered on Legends. Given that the MSRP of this set is on the lower end, I'd love to see some kind of surprise thrown in like Zendikar's treasures to build a little hype. Right now the set is really riding on nostalgia and flavor which got me to buy a box, but I'd love to hear Wizards did something special in terms of value with their 25th anniversary, return to where it all began set.

Not just every set...they did way too many masterpieces.
Masterpieces should have been maybe a dozen max. And reserved for iconic planes not new planes like Kaladesh or Amonkhet. It should be for Dominaria, Ravnica, and Zendikar. Throw in Theros and Mirrodin.
Cause yeah if any set deserves Masterpieces, its Dominaria.
I would have loved to have had a set of masterpieces of old legends like Sisay, Volrath and Ertai with a neat "history Textbook"-like frame/art. Unfortunately, we instead got a mediocre buy a box exclusive card. I think that is evidence enough that there is nothing special going on in the packs.

Honestly, that's the feeling I'm getting from the entire thing. Dominaria has so much hype being built around it, that really, adding Masterpieces wouldn't do much. That being said, I'm happy to see such a positive feedback for the home plane, and that they didn't stick it with the theme of Post-Apocalyptic Wasteland that I thought they would. At this rate, I'm hoping it overtakes some of the more popular planes in popularity, so we don't have to 11 years to, properly, see it again.

I really like the Gimmicks like VANGUARD, IXALAN EXPLORER and THEROS CHALLENGE DECK SERIES
I think it would be interesting that we would get something like Ixalan Explorer's events and quest with Dominaria history themes as a LAND/MANA cardback so it would be in a average card shape (not hexagon) and so Mana backs would be instead this events and quest rather than the traditional Magic Logo.
So it would appear in every booster pack that would be played as a non-legal game, but rather as a casual novelty board game in a "deck" form like HORDE MAGIC that is self running/automated deck with both features for single player and multiplayer either team or chaos like Theros Challenge Decks with simply rules and the need of only few accessories to set up like traditional creature tokens, any kind of legendary creature printed and a dice.
It's exciting and also immersive way of story telling rather than this usual type of story telling...

So much this. My favotite was they did new planes for 5-10 years from Mirrodin to Zendikar, then they did Scars of Mirrodin. Then Innistrad, Return to Ravnica, etc, and Maro announced they were doing 50% new sets, 50% return sets. People were a little confused/unsure that would work, and he's like: we've been doing it for 6 years already! Quite the (retroactive) plan right there!

I heard a rumor that they are just going to do them in Masters product since they have started to lose their shine.
This set should have had Legendary Creature Masterpieces, so some lucky SOB could use a Captain Sissay to tutor for Shanna in their sealed deck.
Not being able to do Masterpieces is probably why we got stuck with Legendary Sorceries which quite frankly if you ask me don't really live up their status. Requiring High Mana Cost and Legendary in play. I expect some game changing spells that recover you from being behind, put you far ahead if even and absolutely back break if you are ahead.
Which better set to print legendary creatures with a special foil frame than Dominaria?
Aside from the "they have done too many masterpieces already" argument, which is the reason why it is not a surprise from your point of view?
They need to save those Masterpieces to boost new sets that they aren't sure are going to sell.
Granted that implies a certain degree of competence from WOTC and seeing their performance on Master Sets that is debatable.

Also, does the "Masterpiece fatigue" thing speak as BS to anyone else? It just so happens that they decide to not do them every set..after the backlash from the half illegible ones from Amonkhet? I bet there are a bunch of Ixalan Masterpiece concept art pieces with an "Aztec" style somewhere.

Pretty sure the frame they used for the flip lands was intended to be the Masterpiece frame originally.
I have my doubts about that, pulling Masterpieces from the set and just not using the art would be easy, doing that and just copy pasting the style onto flip cards would probably cause troubles.

What shine? The Masters Products have consistently failed to deliver what they promised and are over priced to boot. Had the masters sets been 25-30% cheaper or been better made, I doubt people would be complaining as much.

Does it matter whether it was their plan all along? If all that people were confused about was how it would work and you can point to it working already it doesn't matter whether you planned it from the beginning of the six years or just decided after six years to make your plan to keep up that pattern that already works.
And considering the scale their plans work on six years is just a good timeframe to take into consideration.
