Strong card on its own. Cool flavor is also cool. Too lazy to search up angels in standard to see if this could realistically create an angel shell. That said, it definitely could be played on its own as a 2-of win con of a control shell, or at least come from the sideboard in the aggro matchups.

Man the rarity choices for this set are bizarre. This is Mythic, but Arvad the Cursed is uncommon? Aside from how pushed the stats are, the Vampire seems way more deserving of the Mythic status (member of the Weatherlight, legend-centric, more complicated keyword ability, an extra +1/+1 on the ability).
Not saying that this should be uncommon, but I was kinda expecting Rare

Two colors, no evasion, smaller body and not actually a tribal card. Only upside is bigger anthem effect, but Lyra not only pumps but also grants lifelink. First strike and deathtouch are both 'combat-matters' keywords, difficult to compare against each other.
In any case you have a bigger creature with evasion that grants a powerful static ability to her tribe vs a smaller creature that commits you to more colors and gives a more powerful pump, but that is all. I think the rarity is fine. You could argue that maybe Arvad could be a rare, but I'm glad they put him at uncommon. Lyra is comparable (and probably better) to the likes of baneslayer angel, famous mythic white card.

Why does it need an Angel shell for standard? This is an only slightly worse Baneslayer Angel. This is plenty strong without the angelic anthem.
If this gave your other creatures the buff, this would be our chase mythic by leaps and bounds. It's a goddamn beater on it's own, but in EDH it also has a relevant effect. I may make Angel Tribal now.

- More colors almost always pushes something up in rarity.

- You'd think that Legend tribal would be "more Mythic" than regular tribal given that it is a major theme of the whole set; +1/+1 and an ability to a tribe is a fairly common effect, but +2/+2 to a group of cards is uncommon.
- Deathtouch is way more complicated than First Strike, especially if Trample gets involved.
Again, I'm not saying that Lyra isn't waaaaay better than Arvad, but since power level is supposed to have limited bearing on Mythic status it seems odd that the two are 2 rarity grades from each other when they're conceptually similar.
He is the Weatherlight Crew sure but he will be playing backup to the Planeswalkers and Immortals and she is presumably the leader of all Angels in the country that Arvad comes from.

Because every other crew member of the Weatherlight (save the Captain) are Uncommon making them likely to be the draft matters cornerstone cards?
How about a big beefy monocolor angel is usually a nightmare body in the air in draft (that you don't want to see more than one of in your opponent's deck) and also turns up the clock on the other uncommon/common angels in the set?
Either way, this being at mythic when angels are going to have a decent number of cards in set makes sense.

big lifelink flyers still do some jobs and there isnt too many removal to kill it that doesnt cost a lot (or kills anything anyway).
5-drops got a HUGE powercreep , and still dont matter in older formats as 5 mana is still way too much to pay just to lose it to a 1 mana removal spell in the process , especially not if it doesnt have some kind of immediate value attached.

Only 8 angels in Standard right now; 10 if you count the two in the Welcome 2017 deck, one of which is Serra Angel. Angel of Condemnation is cmc 4, 2 more at cmc 5, 3 at cmc 6, and 2 at cmc 7, all mono-white. It seems awfully difficult to go for Angel Tribal, even after this set drops. On the other hand, if Lyra Dawnbringer and at least one other angel remain on the battlefield long enough to attack at least once it should become difficult for your opponent to win.

fingers crossed for 1-2 common or uncommon angels (akin to Angelic Page) but I think you could still go Avens at lower cmc and ramp into angels.
