If you have Inalla in the command zone, and Naban on board:
1.) Merchant of Secrets enters and triggers twice thanks to Naban.
2.) You pay 1 to copy Merchant with Inalla's Eminence.
3.) The copy "enters" and triggers twice thanks to Naban.
4.) You draw 4 cards total with the double triggers of both Merchants.
Naban, just like Panharmonicon, only copies triggers from permanents you control. Inalla, while in the command zone, is not a permanent you control. She must actually be in play for panharmonicon or Naban to affect her trigger.
He(she?) wasn't trying to duplicate Inalla's trigger. They were using Inalla's token copy to trigger the copied creature's triggered ability.
With Naban on the field you cast a Wizard with an ETB.
The Wizard hits the board and triggers both its own ETB (twice because of Naban) and Inalla's duplication ability (once because she's not on the battlefield).
Inalla's ability gives you a token copy of the Wizard you cast.
The token hits the board and its ability triggers, again, twice because of Naban.
Etherium Sage isn't trying to copy Inalla's ability. They're using Inalla's eminence to get additional triggers off of the tokens she creates.
Inalla never needs to be on the battlefield, if she were I believe you could actually get 6 triggers of each ETB Wizard. (Two from the original, two from the first copy and two from the duplicate copy.)

How did you read it like that? When I actually listed out the steps, at no point in that list did I ever say I was having Inalla's ability trigger twice.
In a fairly reasonable 3.3 card instant win combo in Inalla, you just need 1 extra blue devotion, Purphoros and Naban set up Master of Waves. Quite well. Cause at 4 Devotion you make 8 Elementals per Master of Waves, which makes 20 triggers of Purphoros's effect.
