No, the insidiousness of Brawl doesn't have anything to do with Wizards' control over a banlist. It has everything to do with increasing the demand of Standard cards, and thus drive up the sales of sealed Standard product. A card like Sandwurm Convergence that is likely to never see play in traditional Standard could be a staple in a Brawl ramp deck.
In other words, jank cards that would never be touched in Standard could be in high demand (i.e. expensive) because of Brawl
And the insidiousness of Standard is that they can print new cards that are not on the level of Lightning Bolt and Dark Ritual and still sell them. That's the inherent benefit of all additional formats. The insidiousness of Commander. The insidiousness of Modern.
Alternative ways of play have inherent benefits and drawbacks that are common among them. I don't think we need to point them out.

No; anything printed from DOM forward will be text-correct about exactly what it can target (with the catch-all "any target" on damaging spells default implying player-creature-or-planeswalker). This can target exactly what it says it does. It doesn't say "any target" because it can't target Planeswalkers and isn't meant to be able to. Old things that used to say "Target creature or player" have been errated to be able to target any creature, player, or planeswalker, and those damaging spells have then had that text shortened to "Any Target".
We saw other instances in the spoiler. Like Chandra.
While certainly possible, it may also be that they specifically did not want this ability to be able to target planeswalkers.
I'm honestly more annoyed at the fact that they swore off of unique promo cards being unobtainable except for specific events like this after the Nalathni Dragon fiasco, and yet here we are.

Maybe its already been said in this thread, but it just occurred to me: This would allow them the perfect opportunity to use planeswalkers as commanders for Brawl without needing the "[name] can be your commander." text.
Brawl sounds like a pretty good idea to me. Solves some of the problems of both formats: standard Singleton will help diversify deck construction, lower the overall price of entry, and raise pack EV without inflating the price of non 4-of staples too much. Even if you don’t like standard, buying packs or drafting should give you more trade fodder. For Commander, the massive cardpool actually becomes restrictive at a certain point. Most older commanders are effectively “solved,” rendering new legendary creatures who tread on similar design space moot. As a recent example, this gives people a legitimate reason to play Locust God over Niv-Mizzet. The only real obstacle I see is if they keep the 100 card deck size, which might be a little too limiting. Time will tell, but this might end up succeeding where Tiny Commander failed.

I think that was kind of the point. An old card has the exact same verbiage as the new card as far as targeting goes, but the old card has errata changing the functionaility which the new card does not have.
Yes... it's a completely different card, but they have the same printed targeting verbiage with drastically different results.

Hopefully its something like 75 card. As standard doesn't have enough cards to really make a meaningful 100 card deck without diluting the deck's playstyle.
Keeping a card exclusive to boxes is some bull*****. It's pre-order exclusive DLC for cardboard. It's Nalathni Dragon the Second, with an admittedly more accessible supply.
Honestly I'd be ok with alt-art promos, this is just annoying me to a probably unreasonable degree.
I do not like the fact that Firesong and Sunspeaker are ONLY obtainable through a Buy-a-box promo. If this card comes out as part of the set or are in another supplemental set of some sort, I can see the logic behind it. However, the first Boros commander that they print that isn't "SMASH FACE with creatures" is only obtainable as a buy-a-box promo only cements that they WANT Dominaria to be successful. I agree that this is "DLC content" for MTG and it shoudn't be this way.
Many confusing questions can come up, mainly: "Is this card legal in Standard" question.

"It's not part of the set proper, but ONLY as a promo?"
"So I could of got this card ONLY if I bought Dominaria booster box when the set came out?"
Just imagine if they put an actual POWERFUL staple standard or modern card in it's place that is a necessary 4-of in many decks, or a functional reprint akin to a "Lightning Bolt, but not named Lightning Bolt" in it's spot. You're comparing apples to oranges FlossedBeaver. Powerful cards printed at Mythic is one thing, since you can buy packs to acquire the card. This, however, is completely different. They tried this before with Nalathni Dragon and that didn't go so hot.

Dragon is a buck because it sucks. They drop the ball and print something constructed relevant as a BaB only promo and we have JTMS standard price barrier all over again. This is a can of worms best left unopened and I'm not excited to see this direction.
This is capping supply in a obscene way imho. Think about how undervalued the scarab god was during his first few weeks after the EDH demand died down. Now gut the availability of he were BaB promo.
To be fair, Nalathni Dragon sucks, so I don't care about that specific card. F&S look kind of interesting, so I do. Nalathni Dragon also got additional print runs because the Dragon*Con supply was too low, but this so far is preorder exclusive from WPN stores, which means about half of the Magic shops in my city are getting a supply.
There's also the fact that if this is seen to drive up sales, Hasbro is going to push the concept because that's what executives do when they smell money, and you can look at the trend of preorder stuff in videogames to get an idea of how dumb that could get.
With that said, if the next buy-a-box promo is LEGENDARYNAME'S Iconic Hat I'll laugh my ass off.

Yeah, but that's only because Nalathni Dragon is garbage. Can you imagine if Jace, the Mind Sculptor was only available as a BAB promo? The price would be at least $500, probably more.
I can only hope that the minotaurs are already slated for a sane print somewhere else, like in Commander 2018. Otherwise this is going to go over like a lead balloon. Wizards can only accrue so much bad karma, and they've been using their quota at an ever-increasing rate lately.
I actually like entertaining the thought that Wizards can go back to releasing more exclusive cards to an event or situation. It might enable them to mess around with flavor and design (like slapping a landwalk ability onto a creature, or a card like Vengeful Pharaoh) to give us things that they couldn’t include in a set.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.

Honestly I'd be ok with alt-art promos, this is just annoying me to a probably unreasonable degree. I think that's only for pre-existing cards in errata. This might just have been designed to not hit planeswalkers.
