i feel like a lot of the people complaining about masters 25 are just newer players who don't actually know about the history.
man-o-war is a historic card and brutal in limited. man-o-war deserves a slot in masters 25. i'm sorry it's not another expensive modern staple for you to jam at fnm but that's not really what the anniversary set is about.
A25 has lots of historic cards and is designed to be draftable. if you don't care about history or drafting, HUGE SURPRISE, this set is not for you.
I'm not saying the history of the cards isn't important, and it is. Seeing all these old cards in the modern frame is great, but that doesn't mean it's $10 a pack or $40 a draft great.
Somehow I doubt that they couldn't even find 5 superfluous cards to cut for slivers considering how popular they are. Like is every single draft common a necessary and beloved reference? Eh, doesn't bother me too much, but the excuse seems weak.

Some of the limited cards that cold have been Slivers, and we would be happy. And i was really nice
sure homarids and juggernaut have no place in the dominaria set lets just replace them with a menace sliver and a hexproof sliver.
Homarids kind of have, as a throw back creature type that has no value outside of nostalgy. And i said before "hope they didn't skeeped slivers with no space for some of them and printed crab people in the set". Sure we can have homarids, i would actually like to see a pushed homarid to say the truth, but as others said: Slivers could be in the place of limited-only cards. They are like the new relentless rats in a way that u want to draft a lot of them. If they made slivers in 3 colors at common ( no need for more than 3 slots for them in common ) and maybe 2 at uncommon, no one could complain about a tribe being let down.
And Juggernaut is material for iconic masters/ masters 25.

Funny how a lot of people defending that dumpster fire of a set always cite the "historicness" of the cards and blame others for being too new to the game, but then the fact that there's no Serra Angel, Shivan Dragon, Llanowar Elves, Kird Apes, Urza Lands, Wall of Blossoms, Wild Mongrel, Veteran Explorer or Venser, Shaper Savant among lots of others non "expensive, modern staples" that would make for a great draft environment always goes over their head, thus ironically blowing the whistle about how long they have been playing themselves.
Well, they needed the space to justify another iteration of the gatewatch in the set / sigh
Yeah cause 3-4 mythics really fight for the same space as a tribe that needs 20-30 cards in all five colors and at different rarities.

Im not sad about this. If they go for a theme I would rather it be fleshed out and usable instead of too weak to be relevant. If it had been a 1 of throw back legend with a reasonable ability alone I would happy to see but not all sets on dominaria had slivers in so its not like this one had to have them.

Slivers will undoubtedly come back in the core set then. Too many people are a fan of them. Dominaria is going to sell like hotcakes and they know that. This will ensure that the core set at least sells decently.

Is this really such a difficult riddle? Wizard tribal easily overlaps with the legendary theme due to many of the legendary characters being Wizards historically.

Think about the sets that have been released recently. We have commander 2017 that had a tribal focus and Ixalan that added tools to the tribal toolbox. Vampires got support from both the recent Innistrad block and Ixalan. Cats had some support from Amonkhet.
That leaves Dragons and Wizards. Dragons get a card(s) with most sets, while wizard tribal seemed to get less support than dragons. So Wizards was in a position to support another product (commander 2017) while also 'fixing' lighting bolt and counterspell for standard. Add in Dominaria being home to a literal school for wizards, and I can see how Wizards ended up including some degree of wizard tribal in Dominaria.

I wouldn't call a scenario that cannot happen "likely". Also I think it's possible, but the evidence we've seen so far is not exactly supporting it.
I have no problem with visiting Dominaria without explicitly using Slivers - after all they are just among many races there and have high mechanical demands as opposed to a throw-away common being flavored as a Homarid. It's just another prove to show how deep the well really is for Dominaria.

They’re printing off legendary creature after legendary creature but we still have no lengendary Kavu? I just want 1 card, and it doesn’t even have to be good.

Because slivers were a big part of M15 and people love them. Bringing back core sets and specifically saying they "wont be in Dominaria" leads me to believe that.
People complained loudly when they brought them back though. I don't see an appearance as a guarantee at all. I think one of the larger potential things in their favor is that this year has been a year of tribal. The commander release then all those tribes getting featured in Amonkeht, Ixilan, and Dominaria. It is a good time to put out another tribal element.
It seems odd that that isn't a specified part of your confidence about their appearance in the core set, just that they did it before and people liked them. I would have fond the year-of-tribal angle to be a more solid line of reasoning.

I took a sample and the ratio of people who disliked the art change actually was higher than the ratio of people who disliked the mechanical change - by a lot.
Count me among the group that hated the template change AND art work change.
I’m still holding Wizards to giving us the Future Sighted Sliver hive one day.
But if I have to placed in one group or the other, than put me amongst the crowd that hated the art work change the most.
