I support this inclusion given the card's importance and I'm happy they gave it to Patrick to spoil. I prefer the original art and uncommon would have been nice, but that might be too good for Limited.
Same, but apparently older art would cost WotC $texas to use again because of the way artist contracts were different back then. You'd think they could renegotiate, but maybe not or maybe they don't care enough to.
For a split moment, I was really excited. The original text for Ball Lightning used to allow for some crazy shenanigans like casting Oubliette then bouncing it back on your next turn to keep Ball Lightning in play past the end step.
Then I saw the new text and the whole thing felt like a dream.

IANAL. That doesn't matter. I believe his family or estate can still retain ownership over the art and renegotiate if WotC approached them. Just because someone dies doesn't mean their art is suddenly "inaccessible".
Look at any music artist that passed away, Elvis Presley, Michael Jackson, Prince, whatever and look at the music ownership. Books, movies, etc all have the same thing, Frank L. Baum Foundation and Disney are notorious for some underhanded tactics to retain ownership.
Well, I mean the set is probably going to nose dive after release because once again WoTC kind of missed the entire point of printing these sets. It's not about the card prices as much as how many formats are each of the cards legal in and how much play do they see. Very few people play legacy and cube is a niche free time thing enjoyed by a small segment of the players now. The major formats that do see play both casually and competitively are standard, modern, and now pauper. Commander is the primary way people tend to play casually when they don't know one another (at least from my experience), and the closest runner up afterwards for semi competitive / casual is drafting.
When I see something like Ball Lightning get printed in a premium set, this is just telling how little the company really knows about players. They got all this information on spreadsheets and can see little numbers on a checkbox for prices, but they can't be bothered to put boots on the ground and actually ask people what they enjoy playing and what cards people put the most value in.

Not exactly, Quinton would have loved to continue doing art for Wizards, but his style was too unique, and he couldn't make his art match the style guides (Look at Leaf Gilder as a Hoover card, that looks nothing like a Hoover card, and imo a bit awkward)
Unfortunately, Wizards wasn't on promo products band wagon yet that could have leveraged his style for collector.
