As good as Diabolic Tutor can be, at any rate. (Most of the formats where combo is common have better.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
i'll be running it in any monoblack edh deck, but not really anywhere else. its not terrible by any stretch, and helps get back your combo pieces that get exiled, i'm just not a fan of the casting cost and once you start mixing in other colors the from outside the game portion gets kinda lackluster (speaking from an edh perspective)
Remember that unless your team greenlights it, this is just a Diabolic Tutor in EDH. Wishboards don't exist in EDH without playgroup consent.

Can Ugin and Karn stop him now?
I have a feeling that Azor will take his spark back out of it and leave the plane before Tezzeret takes it. One because it would be awful storytelling to hype up Azor such in such a way only to leave him on Ixalan, two because Jace will probably tell him about the terrible job he's been doing as guildpact and Azor will want to go to Ravnica to fix it, and three because it would be weird for Tezzeret to take the Immortal Sun with its ultra-powerful sphinx guardian in the same room.

Bolas currently has a very powerful plot armor, and a strong/cunning character to start, writers might let him succeed yet again just to add tension.
Though I cannot think of a logical conclusion on how Bolas might get the Sun intact. Azor can't possibly be defeated by Tezz, even if Jace and Vraska helps him. I suppose Azor would take the spark back and let Tezz had a shell of a sun.
Then that raised another question: How did Bolas expect Vraska to defeat Azor? And since no PW had ever left Ixalan after Azor sealed it, Bolas couldn't have known about the Sun either, unless he sent Vraska there just to test the water.
I would never have expected wizards to print a wishboard style card that is so versatile.
If you're running WBx in modern this feels like it could be strong enough as a 1 of maindeck. Being able to land a game 1 stony silence vs affinity or lantern... rest in peace vs dredge or storm. Yeh this has real potential.
4 mana might be a lot but the fact it costs no life and doesn't exile so could be snapped back is huge. Also if you draw it and you have no sideboard bullet for the match you can still tutor your best card in the deck.
