I learned this word from a Pirates of the Caribbean movie!... I think. But didn't know what it meant until today. The effect is pretty cute with a sliver of Standard chance. Stop an aggravating creature from landing while ramping yourself? OKAY!
Anybody who has watched WWE over the years knows the word lol.
I like the card and effect, and wish it had been 2 mana, but understand why it's not. Good effect in limited, and for those decks that care about treasure tokens it could find a slot.
Quite possibly the funniest flavor text on a blue card ever.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
The deck almost has to run Inspiring Statuary to make this work, because holding up three mana is far harder to achieve than two mana.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
Could have been UU and somewhat playable. But sadly it is just bad.
See now, comments like this could be applied to a multitude of cards. Cancel, for example. But the comment doesn't say anything specific about the card itself, which makes the comment generic. This is part of why cost/playability comments are so tiresome; they're generic, repetitive, boring, uninspired, and leave us with nothing to talk about. Regardless of the card's playability, at least we can comment on the funny flavor of ironic mercy, the novelty of a ramp token in a color that rarely gets better ramp than untapping lands, and the endearingly silly name. But if the comment's just going to be more of the same "well this would be playable if it cost 1 less", why even bother? What does that contribute to the conversation? It's not informative, interesting, or entertaining, and it doesn't strengthen community spirit. All most of us are gonna do is skim over it, which makes it clutter.
At least make a comparison, like how this is Essence Scatter with 1 added on to account for the Treasure token, which in turn makes it color fix and makes the sum mana expense equivalent to Scatter itself, thus I disagree that it's a bad card. It may not fit into those cutthroat Legacy decks that like to flaunt their Counters and Bolts all day long, but frankly and thankfully that category is irrelevant to the modern Magic scene.

I'm glad it's not two blue, because it can be playable in two color decks due to only one blue in its mana cost, and it still counters any creature, even if it's a turn later than Essence Scatter, but you do get 1 mana back to use as you want so is it bad, not even close. If it was 4 to cast then it would be bad, but at 3 mana casting cost it's quite playable.

>Googles "horns***gle"
Definition: get the better of (someone) by cheating or deception.
So I would go with "No".
I'm a native speaker, and this is a new one for me. Great word.

Ever-Expanding "Just throw it in" cube.
I was going to say much the same. Horns***gle, Skulduggery, and Swashbuckling are all fantastic new card names for this plane's sets.
But I had no idea what it meant... In context, I just assumed it was a derivative of bamboozle or something like that.
Far more exciting than combining several words into one card name, for sure. I thought WotC ran out of vocabulary years back, pleasantly surprised.

Just imagine a Pro Tour commentary in which it goes like "He would lose, but he top decked Horns***gle for the rescue."
Or someone says "i got horns***gled ..."
It would be pure GOLD , but sadly they are just terrible bad.
