To me, 3 is the right cost for this:
Cloudshift costs 1, but it can only target a creature you control.
Turn to Mist costs 2 and can target a creature anyone controls.
This costs 3 but can target any nonland permanent (as mentioned, planeswalkers is a biggie; I like its interaction with opposing Engineered Explosives and Chalice of the Void myself. We just saw the new mythic flip card that you might want to reset on your opponent after it exiles its fourth card), as well as the fringe benefits of reusing on-cast triggers or delaying your return to a preferable time.

I'm not quite grasping the card yet, but why would it even be limited to twice? If someone "Disperses to the Wind" my Lilianna, can I just recast her infinite times... Something seems to be lost in translation here... As long as she remains "in exile." Does recasting the card then pull that card out of exile? I'm not quite grasping everything here... This does seem like an interesting card, though... Just not sure I have had enough coffee to grok what is really going on with it.

When you cast a card from anywhere the card is moved to the stack. It's no longer in exile. Even if at some point it winds up getting back to exile it wouldn't be linked to this anymore.

This will see play in all formats IMO. The utility to gain extra ETB triggers, reset PWs, and saving a critical piece for your game winning strategy all come to mind. I think the CMC is fair since by turn 4 you probably can replay a good ETB trigger from a 3 drop to turn the table in your favor if not already.
Also you can use this against Chalice of the Void later in the game (if you're still alive) to get in a critical 2 drop or 4 drop for a turn.
One thing about this card compared to a pure blink effect is that the recast can be countered. So in a pure control deck build, you can use this on the opponent's biggest creature, then counter the recast for a kind of funky removal. So it can be better than regular blinking in that regard.

At end of an opponent's turn sometime, you cast this on it. Then you have a Snappy ready to jump back onto the battlefield at no cost whenever is convenient, able to have your full mana available to cast whatever it pulls (and worst case, it could just recast THIS again! )
Situations where this card is 'better' than blink spells:
- Board wipes.
Situations where this card is 'better' than Unsummon effects:
- Exile is a lot harder to interact with than Hand, this is mostly a defensive play but occasionally not putting a card in their hand allows you to better control their hand with discard effects.
- Your opponent plays Phage.
But an important thing to note:
- You don't have to instantly replay the creature. Putting a Snapcaster or E Wit in cold storage until next time you really need it is super cool.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

This definitely feels like a 1-of or 2-of (if you wanna be really cheeky) in anything using a Pirates Standard deck, you have a lot of raid triggers that you can reuse, and on occasion you just wanna take that one blocker off the board to Flung in for a win.

I feel like this would have felt a lot better if it either costed 1U or cantripped. This is basically a Cloudshift with some very minor other applications like re-using on-cast triggers, dodging board wipes and resetting summoning sickness. But those honestly feel like they're worth an extra 1 not 2. A cmc of 2 or not wasting card advantage on an effect like this would have made it feel like a much better utility card.
Cloudshift can only target creatures you control, this can target any nonland permanent under any player's control. That added utility to fog an attacker or remove a token or remove counters from an opponent's thing is relevant. I think your base comparable should be Turn to Mist, not Cloudshift. Turn to Mist is properly costed at 2 for that effect (being able to target your creatures or your opponent's), and this costs one more mana for the extra utility of specific-to-this-one things like reusing cast triggers and being able to target any type of nonland permanent, not just creatures.
Sure but there's a difference between a card being on curve on paper and actually being effective during gameplay and I think that the extra applications of this card are too corner case to warrant being both 3 cmc and a -1 in card advantage most of the time.

It's pretty neat card with ton of brewing potential. It is *exactly* where it differs from other similar effect that makes it interesting.
