They use it to kill the fun of repeatable effects.
Exiling the card makes it pretty much impossible (under reasonable circumstances) to play a spell in a loop, especially Time Warp effects and the like.

They put the self-exile on a lot of spells and its really REALLY annoying (and makes a lot of cards just unnecessary worse).
This is hardly pointless-
it's the most pushed version of this effect they've ever printed,
not counting cards like Snapcaster Mage or Jace, Vryn's Prodigy.

That's certainly correct they do this for a lot of stronger effects, like extra turn spells, but this here seems quite unnecessary. Doesn't seem like there is anything that could be potentially abused with this, at least in Standard. Perhaps they thought about this with the Turbo Turns deck in Modern or something. Still seems odd to me I guess.
Neat. Only two mana... Relearn became Call to Mind becomes this. I personally prefer the combination potential of creatures doing this on entering the battlefield, but the raw efficiency is nice, too.

It has been stated at that they originally didn't necessarily plan to go there (as opposed to Kaladesh - which they knew would become a setting already in Origins), but were monitoring the interest on social media. That's practically a confirmation that it was only a matter of time. The question is how soon we are going to get there with the current ongoing story arc and the many hints we got for other planes already.

Yeah, I can personally attest to degenerate shenanigans with Time Warp and a variety of other interactions leading to infinite turns. There's a very good reason they make extra turn effects exile (or in the case of this set's creature, bottom-of-library effects).
*This* is the card I needed for my most recent attempt at a Primal Amulet deck. A very hit-or-miss deck, that--its first outing ran over people, losing only once, then its second outing got slaughtered, winning only one game.

To the people complaining that this is worse than Snapcaster Mage remember: ol' Snappy is a modern staple worth over $50. It's incredibly pushed. This card is allowed to be worse. Besides, it isn't actually strictly worse. Jace's Relapse here lets you pay extra costs, and more importantly, the spell goes back into the graveyard after you cast it the second time. You could Bolt Flood Bolt Flood Bolt Snap Bolt if you had the mana and the opportunity.
