Seems good in my Edgar only because I run a handful of good reanimation effects so it can continuously prove useful from time to time since it's frail. It's also a tribal soft removal card which is it's biggest upside.
Other than that... meh idk. I want to see the black vampires matter cards. I'm really hoping for some more reanimation effects.
Unlike the Vampire legend this set, I do see myself putting this in my Edgar Markov deck in particular in commander. It is removal and a buff in a single card, so I wouldn't mind.

I see elements of a token theme which is probably their strongest one but it feels like they have so much random junk it's hard to put together a reasonably focused vampire strategy. As often as MaRo has referenced Ixalan Block, and Rivals in particular, being in a weird spot in terms of development and placing and timing, I’m beginning to wonder if that’s what happened. With the exception of the Dinos having the enrage theme, all of the other factions are flavorful but all over the map mechanically. Vamps and merfolk both have token leanings now, vamps have a “life matters” theme, pirates make treasure but don’t really DO anything with them... I’m wondering if the development team just kinda got carte blanche to do whatever, and the odd timing schedule didn’t allow them to refine it as much as normal.
First Ixalan's Binding, then Merfolk Mistbinder, and now this? I think Ixalan block might be record holder for block with largest number of cards that use "bind" in their name. I'm starting to think Jace and Vraska missed out on an opportunity to have some fun.

Tribal synergy is the only thing this has going for it. For 4 mana you get a 1/1 that temporarily removes a creature. For you to get the PT boost you need to attack with this 1/1 and if you don't buff this creature the odds are it's going to die.
...Wait, what happens if I play this card with a Panharmonicon out? I think it will exile two target creatures, but what happens when he attacks? Does he give the total power and toughness, or do you pick one?

If these answers are being used to determine the value of a variable, the sum is used. For example, if Elite Arcanist’s enters-the-battlefield ability triggers twice, two cards are exiled. The value of X in the activation cost of Elite Arcanist’s other ability is the sum of the two cards’ converted mana costs. As the ability resolves, you create copies of both cards and can cast none, one, or both of the copies in any order.
This isn't what I'm looking for in Standard but I'll put this in Markov EDH for sure.

So many great vampires. In this set there's like 4 or 5 I prefer over Bishop of Binding, including commons (being Dusk Legion Zealot one of the most radical choices).
Maybe it's because I play vs a lot of ETB effects or many "wraths of god". But I don't think Bishop will last and 3W is a high price for something that few times will work.
Anyway I have a question.
If I decide to exile a commander but the opponent just places the Legend in his command zone, would an attacking Bishop still power up a vampire?
If so, then Bishop might replace the Dusk Legion Zealot. (Maybe use it with my own ETB creatures like Malakir Bloodwitch or Bloodline Necromancer).
I agree with not wanting this in EDH. I have gone through all the Vampires in Magic a number of times and while the ability is somewhat useful, I just never got to the point of actually wanting it in my deck. I also don't really like Dusk Legion Zealot for what that's worth.
As to your question: the ability checks the statistics of "the exiled card". Since there is no card in exile, there is no "exiled card". As such, it doesn't do anything if they put their Commander in the Command Zone. Though, remember, their Commander will still return when Bishop leaves the battlefield as long as it has not left the Command Zone since Bishop tried to Exile it.
I don't think that's how the exile effect works. The card only returns if it's exiled when the Biship leaves the battlefield, otherwise it isn't in the exile zone to return from. It's like how Reassembling Skeleton's ability only works if it's in your graveyard.

This card is better than people are giving it credit for.
It's like 1/2 of a Control Magic. For 4 mana, you:
1. Remove the opponent's threat until they remove your answer;
2. Get the opponent's p/t as your own on the attack.
But you don't get:
3. To use abilities of the stolen creature;
4. Get the opponent's p/t on defense or against removal.
Or, to think of it another way: what if Duplicant only cost 4 mana?
The Achilles heel to this card is that Control Magic doesn't die to Shock, and this does. Still, this card is quite good and I'm surprised to hear people poop all over it.

No. Things like this track the card to the first *public* zone it goes to. Your hand and library are hidden zones as all times (even if Telepathy is on the battlefield). If somehow an effect exists that lets you replace "exiling" with "putting into your hand" or "putting into your library" it will lose track of it and it will not return.
He is fairly strong/annoying in Sealed. he ate my Primal Dino late game and managed to keep him for a turn or two, which was enough to swing the game in his favor.
