If you have six mana and this as the only card left in your library you get infinite turns (activate on upkeep, draw it for turn, play it, and then activate it again next upkeep.) There's a janky self-mill deck possible here.
Seems agressively bad. Like- they were trying to make it really really bad on purpose. These kinds of cards can never be good, unfortunately. If they were good, they'd probably be too good. That mythic set symbol looks real bad on ya, girl.

Standard has a severe lack of library manipulation or searching, except for basic lands. You can search for a creature using Diabolic Tutor, Razaketh's Rite, Razaketh himself, or Uncage the Menagerie. Definitely not useful for that format or for Limited/Sealed, either, except as a one-of that can give you a one-turn reset in the mid-to-late game.
No, you don't. You pop it during the first upkeep after the first time you cast it. You redraw it that very turn (in draw phase) and cast it. Then end turn, take your bonus turn, and in that upkeep (it's no longer sick here) you pop it again, in that draw phase you draw it again, and so on.
Haste would help you get the whole party started sooner, sure, but even without a Concordant Crossroads style enabler, this can create an endless turns loop all on its own (with an empty library).
I'm just sad this guy isn't playable in Grenzo, Dungeon Warden EDH. Every time something useful stashes itself on bottom of library, Grenzo's ears perk up a bit... but blue makes em unperk.
with Kiki you have to either pass the turn or have 9 mana at once. If you're going that way I'd much prefer to just combo off with 1 of the 3 mana flash dorks instead.
As a 1/1 for 1U which asks to jump hoops to get additional turns i prefer Sage of hours
I would have said that mine is Lighthouse Chronologist, but that's actually a 1/3 for 1U. But yes, Sage of Hours is likely better than this guy, since he doesn't disappear as soon as you activate the ability like this navigator does.

sage is great in +1/+1 counter decks like Ezuri, Claw of Progress,
and this card is great in token copy decks like Inalla, Archmage Ritualist
(I feel like it's also only a matter of time until we get Cackling Counterpart on a stick as a Simic legendary).

I really like this card as an alternative to laboratory maniac for decks looking for that effect. In particular, my Sidisi EDH could use her. I love that she is still useful if you draw her midgame.
Step 1-Cast Timestream Navigator
Step 2-Cast Saheeli's Artistry on Timestream Navigator, making an artifact clone
Step 3-Cast Mechanized Production on said artifact clone
Step 4-on next turn, sacrifice the non-token Timestream Navigator, while a new one gets created from Mechanized Production
Step 5-Never give a turn to my opponent again!!!
Sounds easy, should be competitive. Think I will run this all of next Standard.
