Not sure if anyone else mentioned it but his +1 and -3 are basically FauxVielLilly. For 2 more mana you get a one sided discard that deals damage and a sacrifice ability that deals damage and/or two for one
The Brontodon looks ok, although it's competing with other 3 mana disenchant effects like Reclamation Sage in Modern. the 3/4 body could prove useful though. Will get one of these to test.
About the planeswalker. He looks badass but is unfortnately... weak, I'm not paying 5 mana for those abilities.
I think it plays a different role in the later game, where the extra 2 aren't that much of an issue. I'd play 3 Liliana of the Veil alongside my other early control cards; and once control is established, drop Angrath to press the advantage. His +1 being a shock helps maintain pressure.

Well it's the major card of the four. Like the other three are nothing stellar. The dino is a solid value guy but nothing to tell your grandma about. The other two won't have much impact. Maybe the human guy will make the cut in some Gishath decks. So yeah Angrath ia going to hold much of the talk right now.

No. Its a big Catapillar. Pridemage comes with more utility thanks to exalted. Brontodon is exactly a Catapillar with a bigger body and a cheaper ability cost.
As a mana dork the seer is trash. That's not why you're playing it. Some Gishath decks may want him for the other ability but it may not be good enough. Especially after the dinos that come in Rivals fill the slots that are currently filled by trash, french vanilla dinos.
And lastly that's not really the point. The point is that there's not a lot of discussion to be had about those cards. Angrath on the other hand is a planeswalker. There's always going to be discussion around mythics in general amd Planeswalkers in particular. And Angrath I'd say is a rather divisive one since he doesnt look great at first glance but could be great given the right home. So naturally there's more talk there than around the other three.

2# It is a 3 costed Mana Dork with a tribal effect for a trash tribe (unless the 5 color Dino Legend does something utterly bonkers for Dinosaurs)
In standard Angrath will find a home it's just that he has zero playability in modern due to the CMC being too high. The dinosaur is the most interesting card of the four spoiled next to the original reveal of the silvergil adept reprinting. Case in point, I would discount the set just yet. The main thing hurting standard at the moment is that green has no one drop mana-dork, which it needs very badly for any kind of dinosaur combo / ramp deck to emerge. The other things the format lacks are good enablers for treasure strategies. There are good finishers for a treasures deck in Revel in Riches and Mechanized Production, but the Indomitable Creativity deck still needs more to make it.

I don't have a problem with mytich rarity per se - but I strongly dislike how planeswalkers have changed the game. They are often hard to answer in many situations (most of the choice ones protect themselves making them already inherently the yomi layer 2 answer to the best way to remove them)
I have heard people complain a lot about Energy, and it seems to me that the complaints I hear from them about that are very similar to how I feel about planrswalkers.
They added more complexity to the game when it already has a lot of deck building complexity from land count, color balance, and core mana cost, which is the main reason I've never liked them. It's obvious why they were added, though, as they are great marketing set pieces and people always like to let their imaginations spin.

I'm excited to test Angrath in Rakdos Control in modern. Seems like a really good top-end in a creatureless/superfriends style build. His primary competition for that slot is Chandra, Flamecaller, and I think he stacks up favorably there.

It's an angle that hasn't been widely explored yet in Modern - at least, not with any kind of notoriety. This new card may spark the flame of a tier 1 archetype; or it may not... who knows... regardless, I'm looking forward to playing with it.
Angrath is alright. He's only really good against control, but he's not great against aggro, although I do like the Threaten that sacs the creature for being small, that's kind of neat. There is some potential for using their creature to attack and they block with something and that dies as well, so there is a chance for a two for one there, albeit not high. His ultimate is alright in that it ends the game like most do.
I might consider Thrashing Brontodon over Viridian Zealot in some commander decks of mine. A bigger body is nice and it's easier to have 2 green mana on turn 3 than turn 2. Less green mana overall if I want to play and sac on the same turn. Plus Mazirek does enjoy sacrifice effects.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Angrath is beyond unplayable. The first ability isn't +2 nor does it redirect damage to other planeswalkers. It offers nothing that Vraska doesn't already and in better colors.
The card supplements nothing in the tier 1 and 2 bracket, and it doesn't help fight against them either. Immediate sell.

The best 5 drop in Rakdos control for modern is Demigod of Revenge, which is much better, and so is Goblin Dark-Dwellers. I don’t even think that Angarth is better than Ob Nixilis, Reignited.
