I hope there is plenty of cards that make you ascend. This mechanic is only going to do well if they pushed it...like energy.
The mechanic seems to be one-and-done with multiple instances being redundant, so we don't need all that many cards that make one ascend. Also, there probably should't be too many cards that care about the blessing either so it is not an auto-include in every deck.
Ten permanents is pretty easy in EDH, standard and modern games tend to end before turn 6 (when everything goes right), the only deck's i can see getting the city's blessing are decks like UW Control/Approach, or some off meta control deck.

I dont "hate" it, but it is by far not easy to turn on in older formats (You might have like 4-5 lands and than 5 other permanents are quite a stretch, unless you abuse it with tokens and overall a lot of permanents).

You realize in edh you can get to 10 permanents without even trying. So easy a caveman can do it esc difficulty. As a matter of fact edgar markov and get the 10 permanent in a snap.
And once you get it, it's like a emblem. You keep it forever so you get the upgrade version of those spells from here on out.
Now back to business hard in modern/standard but edh no problem
Okay stupid rules question, because I’m not sure if I got it right, if I cast this card while controlling ten or more permanents, I get the blessing and my opponents must sacrifice half their creatures, right? Or is it that this card only cares about the blessing that I have, before casting it?

Umm... Draw-go control decks can use this too. Nearly all control decks in standard are using Search for Azcanta so that's one and we all know control games go long and it isn't uncommon to get upwards of eight lands on board. This isn't even taking into account treasure tokens or artifacts you may be running.
Instant speed sacrifice seems pretty good, so does saying "At EOT sac half your guys". Mechanic looks like it could be strong.

There is an "if" clause in the text. If lose the City's Blessing before it resolves and you dont have 10 permanents its only 1 creature. But if you have lose the blessing while its on the stack but you have 10 permanents the first part of the card will give you the blessing again..

I swear the "This game used to be about spells not creatures" crowd uses every chance they get to whine. It's not like the only real way to we have in the game to interact with spells is either counter spells or redirect effects. That's pretty limited.
When Wizards say stuff like "Lightning Bolt, Counterspell and Giant Growth are too strong for standard." yeah I'm going to "whine" as you put it. Because its frankly hogwash what they say. Sure spells aren't the only way to interact, but Wizards has gone a little too far in the other direction.
The mechanic makes me think that there will be cards that care about blessing but does not have Ascend. I imagine some of them put permenents in play (tokens, treasures) to enable Ascend.
When the "bread and butter" cards for decks are taken away from standard, that is why I have a gripe about it.
How long is eating bread and butter going to sustain fun? Not long. It's nice to have the game we love evolve over time so that we never feel like it's getting stale like constant bread and butter. The "this game used to be about spells not creatures" thing is an issue I don't really care about. I care about Magic. If I want to play only noncreature spells or only creature spells I can still do that. And so can others. I miss Rampant Growth but it's still out there in Magic. Standard is different. Good.
So kinda like Energy, an effect (city's blessing) your opponent can't interact with and must tolerate the rest of the game... that should turn out well.

If I want to play only noncreature spells or only creature spells I can still do that. And so can others. I miss Rampant Growth but it's still out there in Magic. Standard is different. Good.
Bread and Butter is what make your decks function well. Its not always flashy but its whats necessary. if you actually cared about MTG like you say you do, you would understand that this an ongoing problem. You say difference is good but I don't believe you.

Also it reminds me a bit of the "Hexproof vs Shroud" arguments. As with hexproof, while it is interactive for the controller, its not for the opponent. Which creates snowball situations like Slippery Bogle if not immediately dealt with. While shroud prevented interacting with the creature in question for both players but it also had less of a chance of snowballing out of control.
I can see similar problems with this. As its not exactly hard to get 10 permanents in standard. Especially if G is in the mix as if you ramp up with stuff like Hour of Promise, you are already 7/10 permanents away from reaching the goal, 9/10 if you tutored up two deserts in order to make two zombies. Have like one other permanent or ramp spell and you have completed the requirement by turn 4-5 and reap the benefits on turn 5-6.
Which reminds me of the problems with Aetherworks Marvel as with it was a race to get powerful spells out sooner than expected.

Oh but there is also some classic creatures like Llanowar Elves / Elvish Mystic / Birds of Paradise which are now suddenly too powerful and the same goes for Rampant Growth. As there is no two mana ramp spell in standard. The cheapest you can get is 2G with things like Beneath the Sands.

Treasure Tokens should go way up in value strategically for standard if Ascension is worth playing.
