Honestly with the lack of standard attendance right now I'm not sure how many people will give much of a crap about this set, which will be overshadowed by energy, unless they really build up some hype. And that means it better be an awesome set, and they better start giving us a reason to care.

They are probably trying to avoid spoiling the set too soon and getting preorders going when they crammed so many other sets in for the x-mas season. Honestly, I'd rather them not slow roll spoilers because it's a pain in the neck.

2 years of Kaladesh is going to hurt things. I'm sure dino et all will get more pieces but frequently the final pieces don't show up until late and are only good for 3 months. See hardened scales...
They originally were trying for a faster rotation when kaladesh was developed given the timeline so I doubt Ixalan and amonket were supposed to even have kaladesh factoring into things. Developers can take more risks in a more closed environment, and opening that environment even slightly can lead to some interesting results.

Actually part of the problem they have is that the company is releasing too many product lines and products too quickly. My thoughts are they may be doing this to gather information and figure out what products to actually sell by forcing people to make a choice instead of just buying everything. That's kind of frustrating because they are not gathering the correct information they need to fix their problems. They may understand that people spend more money on unstable than Iconic Masters and are ignoring gift boxes and board games, but that doesn't explain why people are doing that. To understand why they need to have open ended questionnaires sent out, Q&A on a few forums (maybe send a guy out to MTG salvation, Reddit, and Twitch), and be open to criticism because that criticism does have a root cause.

If they return to it while using the current set development standards with bottom up mechanical design they are at most going to have a quick spike in players and then everything will just putter out.

Dominaria will see a huge spike in a return of 'older' players (myself and many of my friends included) but they will quickly lose those players if they pull some of the same ***** we saw in BFZ, KLD, and to a lesser extent EMN. The crucial 'sticking point' to retain these players is the first set after rotation next Summer. The crap in KLD that will keep long-time fans away will be gone, and it will be almost a 'new hope' for the return of these players. They just have to make sure they don't make that set unfun and maybe the return of older players will actually stick. Maybe it will be another favourite world like Ravnica.
The only sets that have excited my long-time magic playing friends have been Time Spiral, the Ravnicas and Shadowmoor (the latter was, unfortunately, ruined by Lorwyn's Faeries) Most of the time, however, Wizards manages to ruin Standard with some gimmick or other which makes it unfun. Oh they also liked Origins - but unfortunately BFZ drove them away again.
