It's actually a really old theme of equipment that actually becomes part of the equipped creatures body. Grafted Wargear was in the block that originally introduced the subtype Equipment.

YAY EVOLVING WILDS!!! Hopefully this will increase the supply, I have been looking for Wilds for an actual, real deck for SO long, but they are SUPER duper SCARCE!!
Some people like to play with prettier, rarer, shinier or more special variants of cards that are otherwise widely available. You might not have heard of it, but it's actually kind of a thing.
That obscure little fact taken into consideration, it's actually a fine choice as it's a card that actually sees play, unlike most promos, probably including that red sorcery.

I'm going to speculate City's Blessing is like monarch in that players fight over it, however unlike monarch, it won't do anything by itself and will instead be a threshold mechanic. Just waiting for a cycle of common creatures that get +2/+2 while you have the City's Blessing and some sort of creature keyword.
I suppose it could also be something like the Invoker cycles where some creature gives you this for 8 and then all the cards you have that care about it are buffed for the rest of the game.
Was gonna say exactly what Crypt Rat said. So you get a Giant Growth-variant that gives +2/+2, but +4/+4 if you have the City's Blessing. And there are creatures that give you the City's Blessing on ETB. And there are spells that gives you the City's Blessing as a rider. Like an expensive black kill spell for example and other typical limited tools.
The lack of rules text on the token probably means that there is no "built-in" way to get/steal/take the City's blessing (like Monarch had). It might also mean that it is not something players fight over, that more can have it, but that sounds a bit bad if you have no way of turning off your opponents "treshold".
in the full image of the Blessing we can see the info at the bottom saying FNM 02/12 so the foil blessing will be the february FNM and probabily the normal token will be in boosters, and thus not pre/release item

I don't see the equipment cost less than to be fair. At it would be modern playable and arguably a stronger card than Rancor and / or Pendelhaven in the right decks. I wish I'm wrong.

They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. Many of those are modern and not standard. Modern already has Grafted Wargear, which does what you want more reliably because its equip cost is 0 while this has an equip cost of 1. For this, you basically need two mana in addition to the cost of your steal effect - one to equip this to the stolen creature and one to equip it to something else. Wargear does that at no additional mana cost.
Notably, City's Blessing is 02/12, indicating that it isn't part of the main set. Perhaps part of a new supplemental series of cards? Maybe a "one per booster" deal like DFCs in INN and SOI?

That... Would still be bad. You'd be using a two card combo to kill one creature for at least 4-5 mana and one card (the threaten spell) at sorcery speed. God forbid if you're actually the playing a deck like this and your opponent plays a deck with next to no creatures. Hell they should have just costed it cheaper just so that you could actually do this because at least then it would have fun jank deck applications.
Edit: Also Beckett Brass steals permanents permanently. Even if you went through the trouble to set her up and steal a permanent why would you sac it to the Hook?

I would rather expect Saprolings and Illusions in Dominaria, which is the next set. That token is likely to be tied to that set and not RIX.

Yep, it even has the IXA expansion symbol on it. This doesn't foretell anything about RIX. Just that they're making a two-sided foil promo FNM token for currently-in-standard token-making cards, and the March 2018 one of them is on one side an IXA illusion token, and on the other side a RIX Saproling token.
The saproling token is the same as the one that appeared in the Explorer's Of Ixalan boxed game. I don't know if that means they'll be in Rivals or not, though.

Well, they are among my favorite critters as well - especially their surprising diversity. The allegedly Ixalan variety looks pretty - and distinct from the Dominarian kind, supporting that we'll meet them sooner rather than later.

I agree. I don't know whether they want the option to play eight of them in Standard, but considering how insane rare dual lands are that shouldn't be an issue. [[[Terramorphic Expanse]]] is another thing that we know from Dominaria and could be in the eponymous set.

I grin at the thought of a deck with Revel in Riches, Brass's Bounty, and Glorious End. And if you're willing to run Mardu, Anointed Procession doubles the tokens Bounty provides, effectively pushing you to game-winning numbers.
Suffice to say, I think Bounty will be an auto-include for many a commander deck captained by Admiral Beckett Brass herself.
