The Dragon Tempest, afawk, only applies to Tarkir proper - not everywhere Ugin goes (how many Dragons from Zendikar do you know?) but otherwise this sounds not implausible, even though I still currently think five-color is a bit more likely.
Ugin never stayed on Zendikar for a prolonged period of time, though. Tarkir was his home base, and if he was running a sustained experiment on Ixalan (something with the Eternal Sun as a containment device for potentially locking the Eldrazi down maybe?) it's possible he was either there long enough, or maybe left a part of himself there, that there was some amount of Tempest effect.
Sure, that's possible - or he could have consciously created an incorruptible (read: colorless, not liable to influence by the colored factions) guardian for the Sun.
Guys if ugin was there wouldn't he easily be one of the PW cards of one of these decks?
But a naya or 5-color of the 6th elder dinosaur is more like.y than colorless.
Looks like Angrath is BR as many guessed. PWD Vraska is monoblack, meaning her deck is likely WB and includes Vampires in order to give all four tribes a PW deck.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
As cool as Legendary Creature - Elder Dragon Dinosaur would be can you imagine the nerd rage if they made Blue and Black dinos only for them to not be usable in dino EDH?
The Dragon Tempest, afawk, only applies to Tarkir proper - not everywhere Ugin goes (how many Dragons from Zendikar do you know?) but otherwise this sounds not implausible, even though I still currently think five-color is a bit more likely.
I for one believe in a world of Magic without Eldrazi, Ugin, Bolas.... and any of the random and baseless ideas people have that follow these same old and boring characters around.
I hope none of these things make an appearance in this world because I believe it drastically impacts the flavor of the world. After all... We only just left an entire plane dominated by Bolas. I would rather not linger in yet another plot designed around him, or the Eldrazi. Ugin I'm a little more open to since we haven't seen much with him, but I fear Ugin' s appearance ensues for a Bolas or a Eldrazi appearance.

Bolas is at least indirectly involved with the plot because he enlisted Vraska to fetch the Immortal Sun, and let's just say that the Ugin claims aren't entirely baseless.
Mono-black Vraska is a nice treat by itself. The four decks for four tribes work out this way. That's nice. Though I wouldn't have minded another art/flavor text for a white-black dual land.

I wouldn't care at all if the eldrazi, Ugin, or Bolas were used in the story. What I do care about is WoTC story writers making Super Hero / Avengers style stories instead of ones that are more reminiscent of a good fantasy adventure. The way Bolas got defeated in Time Spiral trumps the complete stupidity with the BFZ block. Heck, I don't think anyone is going to want to remember most of these contemporary sets at this rate.
On the subject of the walkers, I'm kind of wondering if the real Angrath will follow a similar pirate type theme to it's abilities. Also, did Vraska become the first gorgon vampire?

I think Angrath might have a Pirate sub-theme to him, but like this version, he'll probably focus more on his burn and creature removal schtick, since he's Minotaur Rider.
Also @Vraska, say what now? Is this because vampires are in her deck, or did I miss something?

Agree with this. Considering how they pushed minotaur tribal in BR recently with Neheb and others in Amonkhet, Angrath will likely be the planeswalker to top it off.
Now that I see a legendary planeswalker card, I wonder why they keep the planeswalker sub-type (Vraska). The legendary rules doesn't need it anymore, so it looks like a unnecessary remnant. Maybe they fear they might need to reverse the change and will need the PW sub-types in the future?

OR maybe because:
a.) It's still used to distinguish the different walkers from a flavour point of view.
b.) We have cardsthatreferspecificallytoorspecificallysupport different walker subtypes now.

I think they simpley wanted a vampire starter deck and by default vraska got picked.

The weatherlight saga was more like planescape than star Trek. Not sure how many here are familiar with that setting outside of the video game, though

Man I really wish Vraska's firs ability was different. I would consider playing her even more so than I am now... but I feel like her first ability isn't that great.
Her last ability is pretty sweet. Not only does it call back to her old ultimate ability, but this time all your creatures get the "killshot" effect. Idk how often you'll be pulling this off but it doesn't seem bad.
I'm glad these Planeswalker decks are finally starting to appear to be good (or at least playable).

Artifacts are a lot more common and cover a much broader set of cards than specific tribes. Every set has artifacts, thus every set can support Tezzeret. Sets with specific tribes can be few and far between, dpending on the tribe.
Tezzeret would more accurately be compared to a PW that required creatures than a PW that required a specific type of creature. It goes without saying that there are many planeswalkers that care about or require you having creatures.

While this is true, Tezzeret only appears in a block/set with a strong artifact focus because these are the only instances where there are enough artifacts running around to make him worthwhile on paper.

True enough, but my point was simply that Tezzeret really shouldn't be used as any sort of justification/precident for tribal planeswalkers. He's got an entire card type to pull from, which appears in every set. Tribal walkers get a fraction of a card type, and unless they're for the most basic of creature types, only even get those every few sets/years/etc.
Just for comparison's sake Ixalan has :
39 Pirates
38 Dinosaurs
21 Merfolk
20 Vampires
19 Artifacts
Even a non-artifact Tribal block has very nearly as many artifacts as its minor tribes get creatures. Tezzeret printed in Ixalan would have almost as much* support as a tribal walker for either of the minor tribes would in a tribal set.
*Barring non-creature spells that specifically support one tribe over the others.
Dang these names are trash. Angrath, Pirate Minotaur. Vraska, Cunning Gorgon. Vampire Champion. What's next? Nissa, Elf Planeswalker? Jace, Blue Mage? Liliana, Zombie Maker?
PW decks are intended to be Magic's premiere introductory product, so the naming conventions for their 'walkers tend to skew towards telling new players who these characters are. In contrast, they reserve the more contextual and story-sensitive names for booster pack planeswalkers.
You can make fun of the names all you want, but Wizards are remarkably consistent with their naming conventions.

Nevertheless many guessed so - immediately even. Having horns and chains just makes you look incredibly Rakdos-colored for some reason.
