I think if I was the opponent I'd pick Doodle every time.
Depends. There's a political advantage to Whack in some cases. And you might pick Whack on the assumption your opponent, knowing you'll pick Doodle, will pick Whack to get Buzz.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I agree somewhat, so you should evaluate this as "I can either choose Buzz or Doodle" and as if this card is going to have Buzz most of the time. Would you like an undercosted Jayemdae Tome in your Limited Deck? Seems pretty fine to me.
And then comes the mind games that hyalapterouslemur mentioned. Sometimes you'd rather give your opponent Whack rather than Buzz.
..."sometimes you'd rather give your opponent whack rather than buzz." I mean, wow. Are we really discussing Magic cards right now? God I love un-sets.

Then comes the next layer of mind game, what if I'm thinking ahead a few turns and decide that in order to survive longer I want either doodle or buzz. If the opponent picks doodle, then I might be able to slow down their aggression with doodle. Yet if they assume they can outrace me and they choose whack in order to try and prevent me from drawing cards or gaining life in the hope I also am choosing whack but are stunned to find out I choose doodle which now means I have access to some draw power in hopes of getting an answer to the predicament.
It depends, but in vacuum it will be:
Whack > Buzz > Doodle
Controller always chooses Whack and opponent always chooses Doodle to prevent controller from getting whack anyway. But again, it depends.
@desruprot, that’s cute that you think the concul mechanic is a Conspriacy thing. It actually goes all the way back to Unglued, with cards such as Checks and Balances.

Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
