It's different from PA in a few ways... why not just say Khans-mode Outpost Siege (except lands suck)?
I was thinking of "draw a card a turn" as a PA. A blue version would be straight up draw, or looting like the khans mode on Monastery Siege. A green version would be "At the beginning of your upkeep, reveal the top card of your library. If it's a creature/land/whatever, put it in your hand; otherwise, put it back on top of your library." This is a red version. I don't know what a white version would look like.
Anyway, this has some potential in Standard *cough*Ramunap Red*cough*, maybe in EDH (especially if Akroma's Memorial is common in your meta). In EDH it has a nice twist in that with Sylvan Library or something like that, you can basically ensure you always exile something you can use.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I can't help but feel like the steep transform requirement is because of Limited,
where Spitfire Bastion can easily win games on its own, even if you are behind.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

We see the same thing with different colors' versions of Curiosity and Braingeyser. A red Curiosity would be Prophetic Flamespeaker or Academy Raider, while a black one would be Raiders' Spoils. A red Braingeyser would be Commune with Lava, while a black one would be Damnable Pact. And yes, Dream Pillager is a red Cold-Eyed Selkie.
