Being nonland instead of only creatures is sweet but cmc 2 and less is very restrictive. This could have been cmc 4 or less for 2 mana or as is for just 1 mana. Oh well
The card isn't bad, although I'm not a huge fan of the mana cost, but it can't be perfect.
One mana Disperse variants are pretty rare and usually come with some form of downside attached. If a pirate tempo archetype emerges, this has a chance of seeing some play. Scry 2 is nothing to scoff at when it comes with bouncing a token or early game creature.
This card is actually really good. Disperse is fine, and disperse + upside is usually playable. This upside is one of the better ones too (compare to Echoing Truth).
Sure it can't bounce your own cards, which makes it lose some versatility points.

Is there some powerful application that required the you-don't-control clause? What about the conditional scry? Is control so OP that you should not be able to scry later in the game?

Maybe I'm alone in this feeling, but I love this card.
I actually want to try this as tech for Ad Naus, definitely sideboard and potentially main board. It's a deck that loves to scry, and there are enough cmc 2 or less threads in Modern right now that I think the ability will trigger plenty often.

It's possible that the Scry 2 was too powerful for you to guarantee to trigger it (by playing it on a value 2-drop or something). Only thing I can think of beyond the normal 'digital' concern.
I bet it is not Jace dying but one of bis illusion clones. For WotC this must be a super clever plot twist. Although I'd prefer them to just let Jace die, I mean, what is the last time we saw another (mono) blue PW? Avacyn Restored?
In a Standard set, yeah. The most recent nonJace mono-U planeswalker to debut in a nonstandard product was Teferi, Temoral Archmage.
Doesn't work well with Jace, but with his illusions...

It doesn't work with his illusion clones either, those are CMC 3, just like Jace. Token copies of cards have all the same copiable values the original card has, unless the copy effect specifies otherwise (Embalm/Eternalize are worded to make copies with no mana cost, for instance).

No, but if I had to guess, this is how Jace ends up with the Merfolk as we've seen with his PW deck cards.

One might point out that your name means 'He Who Arises in Might', not 'He Who Arises in Spite'.
It's an excellent tempo card if that becomes necessary in any decks. Screws the hell out of Dino ramp builds, it seems.
