On turn 3 and beyond in Standard what could this eat up in a graveyard that would either gain you 2 life, or play this turn 3 and then swing turns 4 and up and eat up....what exactly? to at least semi-consistently make it a 4/3?

"People are the worst. The worst thing about music is that people play it." - Mike Patton
Magma spray. shock, lightning strike, fatal push, censor, opt, commune with dino, spell pierce, duress to name a few.
Any creature you've taken care of with any of the above if you want 2 life... which I doubt you do.
Yeah, it's a casual card... I'll try this out in b/g midrange in modern. The scavenger will gain you one more life on turn 3 than an ooze and doesn't require subsequent mana use after. Also, because it doesn't require mana each turn, you're free to play other stuff while beating away. One of the better cards from the set. I expect it will be 10 or more.
That's a whole lot of meh for such a long ability. In the days of gnarled mass being playable (I mean besides that ironic stint), maybe. But power has creeped so much that green getting a 3-drop that jumps through hoops just to be a 4/3 on a 3-drop or have some lifegain? Seems really sad, eating an opponents bin doesn't really justify it. Greens been getting 3-drops that poop card advantage/recur like deathmist raptor, mouth-to-feed, inexorable blob, pride sovereign, Ramunap Excavator, etc etc. If all this did was eat a an instant so it could be a Prowling Serpopard against a non-blue deck, well even then it still blocks as a 3/2. If its trying to swing into someone to make you life, its probably going to die without even trading when all you've got is 3 power on turn 4+

I think development ate this card
This card is pure value. It hoses red decks, graveyard decks, and any control deck that relies on Torrential Gearhulk/Snapcaster Mage and their gy. This thing is going to be good.

That it does it one card at a time and both Snappy and Gearhulk have Flash, while you attacking is only Sorcery speed means this does not hose anything. It can be a nuisance to hit the best card in the yard, but unless this had Flash (which could have aty least been a thing), it doesn't defeat instant speed yard shenanigans.

Ok, this card takes one per turn. It gets worse with more than one on the field. Also, you don't have to hit every card, just a select few to make their strategy worse.
If it was as pushed as the 3/3 red creature hating raptor I'd be all over it, but as a 3/2 it's vulnerable to just too many different removal spells right now and Dinosaurs don't have a lot of ways to lord up their toughness yet. We might see a lord in the second half of this block, but nothing has popped up yet in the first half and I somehow doubt we are seeing a true anthem lord for dinosaurs at a low CMC due to Ripjaw Raptor.
Will say this scavenger does love it's GY.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
I think it would have been too out-of-pie with flash. Black is the color that is able to surprise people by countering their graveyard-recovery spells by removing their targets. It if was flash, In think it would have to be BG to put surprise graveyard removal in a color it should be.
What are people talking about!?!? I feel like this is a tech card designed for standard. People are acting like this is an overcosted 3/2, when clearly you're not casting it until you can eat a spell to make it etb as a 4/3, then start swinging as a 5/4 when possible. We've already seen two cost reducers for dinos, in white and red, you can be dropping this dino on turn 2 in a GW deck. Think about all the embalmers and aftermath cards this thing will go to town on!
Though I should add that as someone who only plays pauper and EDH, I will never be playing this card.

Sadly, it only gets +1/+1 until EoT. It'll never hit 5/4 on its own.

It doesn't get +1/+1 counters. It just gets +1/+1 til end of turn. Unless you can give it haste it's not useful to etb as a 4/3 or swinging as a 5/4.

not bad
but the munching doesn't cost mana, so that's something, I guess?

But I will still run this in edh it will be handy for graveyard tricks.
