No, "More for more cost" doesn't satisfy the concept of strictly better. Has to be "More for same cost", "More for less cost", or "same for less cost".

It's primary meal was supposed to be fish, but just like all other theropods it was bipedal on land and could probably snatch a careless passerby.
The fully bipedal Spinosaurus is based on old partial remains, that were missing the hind legs. New remains described in 2014 projected that the hind legs were quite short, about as long as the front legs, thus possibly making it a quadruped. A full specimen with the legs intact has not been found to confirm either way, so there is still dispute.
This creature's natural home in is BG with Winding Constrictor, not what will be a typical dinosaur build. That being said, in any deck running dinosaurs this is a good one to include. We still need more ways to ping our own creatures other than Walking Ballista and the aftermath side of Heaven // Earth. Flash is a nice touch, to be certain, but if you are leaving up 5 mana your opponent isn't going to be an idiot--they will know you are planning something like this or some sort of removal.
It is a shame we don't have an effect like Aether Flash or Caltrops for our enrage creatures.

OK, let me explain this. X is strictly better than Y if every aspect of X is equal or better than Y. Disallow is strictly better than Voidslime because it does not require the third mana to be G, but it is not strictly better than Traumatic Visions because it can't be cycled. Thundermaw Hellkite is strictly better than Fire Elemental because it has an extra point of toughness, flying, haste, and an upside ETB ability, but not strictly better than Tenement Crasher because it requires a second R to cast. Baneslayer Angel is not strictly better than Serra Angel because, despite getting more abilities and stats for the same cost, it does not have vigilance. Lightning Bolt is strictly better than Shock (more damage for same cost), Lightning Strike (same damage for less cost), and Chain Lightning (Instant vs Sorcery and no downside ability), but not strictly better than Pillar of Flame (can't exile). Underground Sea is not strictly better than Island because it's not basic, but is strictly better than Sunken Hollow because it never comes in tapped.
So we see that Snapping Sailback is not strictly better than Fungusaur, because it costs 1 more. It is strictly better than Durkwood Boars, because the boar does not have flash or enrage.
Note that this generally ignores specific card interactions unless those interactions are particularly relevant to the format. Lightning Bolt is considered strictly better than Lightning Strike in Legacy even though the latter is a lot less likely to be named for a blind Cabal Therapy. Treasure Cruise is arguably not strictly worse than Ancestral Recall in Vintage because it can't be Misdirected and can be cast for U even under Trinisphere. Watery Grave is not strictly worse than Underground Sea because it can make your Death's Shadow bigger.
You're arguing against people who are all using the same baseline and established terminology.

Meh, maybe I'll be forced to use it to fill out Dinosaur.EDH anyway. I bought a Fungasaur for that purpose. I just wish these Enrage dinos were a little bit better. I see a really fun EDH deck coming together running stuff like Pyrohemia and Rite of Passage.

I think this card is the perfect power level for the casual dino deck. I wouldn't blame dino fans for putting one in a standard deck either. The opponent would never expect it haha. If you're running an enrage package with some of the support spoiled, you have a decent card overall.

Do you cast fungusaur for 4 mana and block to win next turn or do you cast nothing and lose because snapping sailback is "strictly better"

This one is just a baby, let it grow up a bit and it will trump any T-Rex.

This is worse than Fungusaur in one respect - it costs more mana. One is greater than zero.
That's cute, you play Grapeshot fairly.
You can also use Pyromatics, Scattershot, Searing Touch, or Pestilence/Pyrohemia to break this card in two. Acorn Catapult is once per turn, but you get a squirrel with it. Task Mage Assembly or Warmonger is great with enrage critters because no one will dare activate it but you. Needle Drop and Zap are the cantrip version.
