LOVE the design of Rile. Niche, but very flavorful! It's definitely viable in limited if you have enough enrage triggers, but think it has any legs in Standard?
Rile is deceptively good as an Enrage enabler, just a shame it isn't instant but I guess we can't have it all. It's also a risky, but powerful, inclusion in Zada, Hedron Grinder EDH decks to draw a LOT of cards - I don't think Zada will ever have too many one drop cantrips even though this is much more dangerous than Expedite and Crimson Wisps. As someone else pointed out, Rile + Ripjaw Raptor has a pretty good chance of being an Ancestral Recall for a midrange aggro dino deck, and dealing damage to the opponent's face on top of that. Nasty stuff. Probably too cute for modern, but a potent standard card in the right deck.
Rampaging Ferocidon is insanely pushed - forget hill giant, this thing also obsoletes Boggart Brute and pretty much every other 3CMC red creature in the history of the game as well as most 4CMC creatures. I don't know if it'll be a hit in Standard or Modern but the power level is there, and it's a very nice tool for casual dino decks. I wonder if, alongside Kinjali's Sunwing, we'll see a 3CMC Rare Green dinosaur with respectable body + hate ability for a full cycle of "Hate-Dinos".

Well, that last draw only happens if an opponent is fool enough to block it with a creature with power. Since Rile is a sorcery and not an instant, you're not going to have the benefit of knowing that your creature will be taking combat damage, and your opponent may choose otherwise.
For flavor I'd have loved Rile to grant haste too, but that would probably be asking too much.
Rile is playable without enrage in limited. The drawback is small and it cantrips. (Not a top card, but it shortens your deck.) With enrage, it's value town.
I'm not a fan of their goofy dino names, but the cards are legit.

Fair enough--so 2x draw a card, combat, then maybe draw a third card. Either way, that amounts to a pretty good turn. I could definitely see replacing "trample" with "haste" on it, though.
So now we have a fight card and a pinging cantrip. That's eight 1 mana enrage enablers that are, even by themselves, card advantage neutral. We also have 3 standard playable enrage dinos. I think that leaves us one good enrage dino away from a possibly competitive enrage deck.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I don't think its quite MB ready, but I could see it as a 1 or 2 of in the side for sure against certain metas.
