I like that these tribal cards don't suck if you aren't running the tribe. This is less desirable than the fight spell in limited, but it's not unplayable.

I always did like Spell Shrivel; good to know that that sort of effect is still possible *and* it costs less (well, as long as you control a pirate, which is trivial).
Definitely would like to see this be a cycle, but I'm not sure what tribes the red, black, and white cards would get. Vampires seems likely for white more so than black (since they're putting an emphasis on a lot of mono white or BW Vampires).

This can't be a traditional cycle as there are only 4 tribes, no? If the Green one is 'dino munch' and the Blue one is this Pirate countermagic... then Merfolk has already been locked out (their two colors are already used), and Red doesn't have a Tribe to have an effect.
If they had wanted this to be a (tribal) cycle, then this card should have been Merfolk and not Pirates... but it might have been too powerful (in Modern?) if so. But granting that, either the Vampire one is Black which forces Pirate to Red (leaving White out), or the Vampire one is White, and the Pirate one is likely Black (leaving Red out).

Pirates feels a lot like spirits minus the flash into play part. Just lots of "Jack Sparrow" come out of no where style tactics with them.

Pirates are one of the two blue tribes, no? I would think each color would get two such cards like this, one for each tribe in that color.
White - Dinosaurs, Vampires
Blue - Lookout's Dispersal, Merfolk
Black - Pirates, Vampires
Red - Dinosaurs, Pirates
Green - Dinosaurs, Merfolk
If it's a strict instant/sorcery cycle (maybe at 3 mana?), then G Dinos has Savage Stomp.
If it's loose cycle of 8 cards (or more) of various "as long as you control [creature type]" abilities, G Dinos also has Drover of the Mighty, and G Merfolk has Kumena's Speaker.

I know he thinks I'm impressed by a 102 MPH fastball in the 9th inning... Ok, I'm impressed, but that doesn't mean I can't crush it.
I honestly don't think this is part of a cycle, it's just one of many tribal cards in the set. But I think we can count on each tribe getting tribal matters cards in each of their colors. That means Dinosaurs and Pirates likely get more because they have more colors, but Vampires and Merfolk might get more density to help balance it out. Say, if each tribe got six tribal uncommons, then Dinos and Pirates get two per color, while Vampires and Merfolk get three per color.
