This at 1R would be incredibly good, at least in Standard, and perhaps good enough for Modern, though doubt it. This at RR is still good, but obviously tougher to cast. This is definitely one of those cards where you can tell they really played it safe, for better or for worse.

Why didn't they make an action keyword for Treasures like they did with Clues (investigate)? Seems like it would have been more flavorful. "Plunder" would be a good candidate.
Hmm, always been a fan of goblins in my heart, so always glad to see when a new plane has goblins rather than something else (like devils or gremlins).

It feels like it can help you when you are screwed in Red, though while playing pirates you may be screwed in Blue or Black as well...
I think Burning-Tree Emissary does its work better by fixing your mana (also a Storm enabler), but at least you can use this mana whenever you want or save the artifact for other shenanigans. Akki Rockspeaker was way worse of course.

If anyone wants to play with the withered corpse of Mardu Vehicles in a world without inspectors or Gideons, this card will probably find its way into the build.
If you get this down on turn 2, a turn 3 Aethersphere Harvester or Unlicensed Disintegration on turn 3 becomes all but guaranteed. If we get a halfway decent four-drop to helm the deck, this card gets even better.
Actually, without Inspectors and Gideon, the whole deck may go full Rakdos (or Grixis to load in more pirates)... especially as this card doesn't play quickly with Toolcraft Exemplar.
Has any nongreen deck had any means to get 4 mana on turn 3 in limited.... since ... Corrupted Grafstone and Vessel of Volatility? Been quite a while since any limited deck not playing green has been given a tool to cast a 4 drop of their choice (not one with a card-specific reduction like Bone Picker) on turn 3.
Well, outside of Standard, you have your affinity, metalcraft, Arcbound Ravager, and Martyr's Bond]. Actually, come to think of it, improvise is about to rotate out as well. I guess if Naya (or Jund?) Lifegain ever becomes a thing, there's also Fangren Marauder?
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
