I mean, "worst" is a hard title to apply to niche cards. Inverter's best-case scenario is a 6/6 flier for 4 with a free Doomsday attached, and the current standard has a fair number of other mythics that are terrible outside of decks built around them such as Deploy the Gatewatch, As Foretold, and Glorious End.
That is an equitable assessment. With the Inverter, I suppose it is possible to turn that into a victory if the opponent has no way to deal with flying creatures, is low on health, and you have 3 or 4 cards in your graveyard--you could 6/6 them to death in what will normally be 2 or 3 attacks.
Interestingly, I was just thinking late last week that Glorious End could work in Ramunap Red in Standard. Attack, put the opponent's life total down low, then in response to the beginning of their untap step you end then turn--they don't get to untap, upkeep, or draw, which sends it back to being your turn and thus allowing you to attack for the win before the beginning of your end step.
The art is terrible for what it's supposed to convey. Could've just used it on a Merfolk of the Pearl Trident reprint. Absolutely nothing about this card gives me that mythic vibe.

That doesn't work the way you want it to, because nobody has priority to do anything during the untap step - the first time you have the opportunity to do anything during an opponents turn (or for that matter, your own) is during Upkeep. You cannot stop opponents from untapping by trying to do shenanigans after their turn begins, just like you can't stop opponents from declaring creatures as attackers if you let the turn progress until the Declare Attackers step; if you're doing anything before your opponent untaps, unless it's a multiplayer game, it's still your turn.
Why do I love this card? Why does every part of me want to cast this for UUU and laugh my head off? This is the most timmy draw spell I've ever seen and I never knew I needed it.

hrm....good point. Well, it was only a thought--no harm done. We won't have any other "tap all creature" effects available but if their life total is low enough you could still end the turn during upkeep then use some sort of "your creatures cannot block" effect before combat on your next turn. The potential is there.

Everyone worried about how it would have worked with Torrential Gearhulk if it had been an instant are forgetting that Gearhulk decks have been practically pushed out of the format by aggro, and that red aggro is losing almost nothing with rotation. Adding in a 7-cmc instant that can be played off Gearhulk for free from the graveyard doesn't change things much if the deck playing Gearhulk typically loses before it can cast the Gearhulk.
Magic the Amateuring? is that some side project? are Wizards running out of ideas or something?
In spoiler season, spoiled cards are generally given to various news and sales entities in the Magic community. And when the spoilers are brought here, the title of the entity that was allowed to present the card(s) in question is usually attributed, normally in the thread title. In this case, the "Magic the Amateuring" podcast was the outlet that was given this card to spoil.

This is Timmier than Enter the Infinite?

Yes, it is.
Enter is a Johnny card, and has the drawback of losing to no library, if you're dumb. Draw 7 is just good.
