Why?
Why would you print this? Because it's not funny when you open it.
Say your opponent is known to not play removal and not play big enough creatures in the maindeck (this pretty much applies only in Modern and beyond--for example, Modern Ad Nauseam's only maindeck creature is the 2/2 Laboratory Maniac and it basically doesn't play removal in Game 1 because Lightning Storm is too busy being a win con and they've kept dropping Slaughter Pact out of lists, Legacy ANT plays absolutely no maindeck removal and absolutely no creatures, Legacy Sneak Show doesn't play maindeck creatures that it isn't forced to cheat in and it also doesn't maindeck removal, Vintage Oath of Druids decks' only creatures are good enough to completely swing games when cheated in regardless of extra mana, the list goes on...)
Heck yes, I want a 4/3 for 2 mana against those decks!
I've been watching these pirates roll out as I brainstorm my upcoming [casual vorthos] pirate EDH. At first glance I dismissed these guys in commander as they are a relatively fragile beater with a big downside on death... Then I reread it and realized it has potential for interesting diplomacy in multiplayer as you get to choose the opponent the tokens go to. Killing them is actually a downside for the perpetrator in multiplayer. With that in mind, I'll probably end up running them, heh.
This card is not meant to be played on turns 2 or 3; rather, this is a more mid-to-late game creature and represents an obvious attempt to bait your opponent into wanting to kill it for the free mana. If they don't take the bait you still have a 4/3 pirate but if they do go for it you can Unsummon it in response or let it die then be ready to counter whatever they do with the extra mana.
Should be better in Limited/Sealed where removal is more rare but in Constructed there are far too many ways to kill it inexpensively.
Path to Exile doesn't trigger the ability in Modern at least.

Varolz, the Scar-Striped does like creatures with printed power 2x its mana cost. I mean, not as much as he likes ones with power 12x or 13x but still, 4 power for 2 cost is in consideration for depth slots. Varolz is known to run Sheltering Ancient - another high power to CMC ratio 2-drop that you probably don't want to actually cast.
Creature should have been bigger (5/4) or had some combat effects (Trample, Menace, etc...). As is, it is pretty much pays the opponent back for killing it, while being mediocre in combat and not enough above the curve in stats/powers to be worth the drawback.
Well, this makes me think we'll see some cards that reward or punish you for Treasure tokens.
I dunno, the black one could deposit -1/-1 counters on their creatures, a red one does damage, or a blue one that mills 2/3 cards per token, etc... Someone would play it then, right? Maybe a new Curse cycle. Seems to me Curses (as a punishment for unchecked piracy and greed) could be a decent fit on Ixalan, flavorwise. Perhaps it's new global curses that affect all opponents..
Definitely not trying to endorse this card in any way; I really have no interest in playing it either. Just pointing out some obvious things they can do make this one work, even if only Limited.
Love the flavor text. Laugh my ass off if they snuck something in the block that turns this guy into first-pick material..
Honestly, every time they print something like this anymore, I just get a little pissed off because they completely killed the best thing you could ever do with it.
It's certainly interesting. A 4/3 for 2 is nothing to scoff at. This is one that could surprise. I'll do some testing with it first before I pass judgement.

It would have been neat to have seen it templated in a way that would make it Fatal Push immune. Like make it cost 4B but with text "You may pay 3 less to cast ~. If you do, it enters the battlefield with a bounty counter on it. When ~ dies, if it had a bounty counter on it, target opponent creates two treasures..."
