What saves this cards are its stats. A 3/3 for 3 is pretty decent body, the abilities make it relevant late game. If it didn't have the body, it would be unplayable. As is, maybe it is playable in standard merfolk (depending on how that shapes up) or in some sultai 'counters matters' deck.

The short answer is "No". The long answer is Atraxa's proliferate is relevant to lots of things, so they'll never stop inadvertently giving her things to work with.
I like this card. 3/3 for 3 is better than usual for a card with its abilities, which have synergy in it's colors. If they cost any less they'd be stupid.
UG historically has fallen way short in standard so while I'm not convinced, I'll definately brew and see. The Herald of Secret Streams is pointed at but likely not worth it. It's probably too many steps... 3 for a 3/3 then 3 or 4 more for payoff but maybe a 1 or 2 of for late game?
Stretching...
is this the only spoiler as a result of geocaching?
if so, wasted marketing and effort.
This is the second spoiler as a result of geocaching. The first was Sentinel Totem.
And from the announcement, there will be one more spoiler from the geocaching process.
That would mean never again printing cards that deal with any kind of counters in any way outside of red. So I'm gonna go out on a limb here and guess "no".
The River Heralds are kinda like Lorwyn's Merrows meet Ravnica's Simic Combine. Even better, this could easily be a Simic card in flavor for reprint purposes.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Nice
Still pretty good uncommon, a 3/3 for three with further upside.
Is this meaningfully more exciting than Zameck Guildmage?
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
Will they never stop giving Atraxa, Praetors' Voice toys to use.
Read my other stories as well (some ongoing):
Reaper King (a horror story), Kaalia of the Vast (an origin story), Sequels for Innistrad (Alternative sequels for Inn), Grey Areas (Odric's fanfic), Royal Succession (goblins),The Tracker's Message (eldrazi on Innistrad) and Ugin and his Eye (the end of OGW).

Could find a place in Vorel Activated Ability Durdle.dec
Actually they go pretty well together. Shapers provide repeat counters while Guildmgae offers a cheaper card-drawing ability. I say play them with Vorel of the Hull Clade, Prime Speaker Zegana, and Tishana, Voice of Thunder.
