2/2
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
Such a weird card mana-pie wise. Tutoring equipments was usually a white thing, though blue always could tutor for artifacts in general (which would include equipments). In any case, at 4 mana for a measly 2/2 doesn't seem constructed playable.

Would you like to read Commander stories? Check my latest stories, coming from Lorwyn and Innistrad: Ghoulcaller Gisa and Doran, The Siege Tower! If you like my writing, ask me to write something for your commander as well!
I guess if I had to make a justification for this being blue, it's that artifact searching can be and has been in blue's arsenal (so even specific artifact subtype searches, while normally white, should be reasonable), and this is a seafarer.
While I understand mechanically U has artifact tutoring and flavor-wise the pirates' vehicles (mostly, if not all) are ships, it still feels jarring to see two artifact subtypes that weren't specifically designated under U to appear on the card (granted Vehicles are still relatively new to the game and potentially the subtype has no color restrictions maybe except for G due to artifice-hate).
On the other hand, R has had both vehicle and equipment themes for the longest time and it would have felt a lot more mechanically elegant. I may be more flavor-inclined, but I also recognize flavor is the most flexible element of the game and seriously a mono-R pirate fetching ships doesn't feel less flavorful (to me) anyway - you expect a pirate to not get/ride his ship at all (on water) because he's/she's mono-R?
Blue cares about artifacts so I am not sure this is a colour-pie violation. This card tutoring for "aggressive" artifacts like equipment and vehicles is mostly flavour: a pirate getting any artifsct makes less sense than one getting a weapon or a ship.
A blue Equipment tutor finally happened. Funnily enough, this isn't even the first time a blue card tutored for Equipment, and blue has been able to tutor for artifacts including Equipment for a long time, but it is the first blue card that can tutor for Equipment specifically without limiting the search to a particular Equipment.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
So much this. Now I'm just going to be waiting (but not holding my breath, especially this set) for a RWU legend that deals with vehicles and equipment. RWU doesn't seem to be a color combo this set.

At 4 CMC this is limited only build-around AFAIC.
This, ironically, doesn't apply as much to Black.
does feel more white than blue though.
now if they had played up the pirate theme and made it acquire on a stick...
But then again, Kari zev, skyship raider didn`t got her ship...

I highly, highly doubt we'll see Deadeye Navigator... but boy, doesn't the name itself make sense right now.
