Now that is a good card. This thing has a ton of different applications. Probably the best control and reanimator general I`ve seen in a while.

But it doesn't do anything the turn it enters the battlefield...
Not that excited about him. The art looks like it was meant for a sorcery or instant and the while the filter-draw is cool, the "delve" ability is pretty meh.

Neither does Dralnu, and his deck is pretty solid tier 2 or tier 3. You're playing control or reanimator, you're not hurrying to cast this card. You drop it turn 7 at best, with some counterspell to protect it. You only run it on turn 5 if you feel like it is absolutely safe (playing against a green deck that is not going to do anything nuts next turn, for example) or if you're desperate.
In any case, it is solid card selection and, if the deck is built right, solid card advantage too. Definitely the best legend coming from the wizards deck imo, though Inalla is harder to evaluate.

First off, that artwork is phenomenal. Too bad it won't be foiled.
The abilities all work together.
It's a nice Delve Commander. Also works well with... whatshername, the original Sultai Gorgon Commander...
Damia? So, from a Vorthos perspective, this is the first Commander card we've seen from the Khans timeline. Ishai, Reyhan, Ikra Shidiqi, and Vial Smasher were from the Dragons timeline, as was the other Taigam. It's interesting when you consider these characters aren't so much dead as they were never born.
Put that on your spellbomb.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Hell yes, self-mill Commander that's part of the Sultai? Sign me up.
It would be fun to pair him with other "skip your draw step" cards, since you can't get the drawback more than once. If you can avoid drawing cards entirely, it would be great to use him with effects that punish card draw since they won't affect you. Throw in some Windfall effects to harm your opponent and fuel his activated ability at the same time.
It's too bad that he makes it hard to use dredge, so he likely won't make the cut in my Sidisi EDH. But that doesn't stop me rom building a deck for Taigam himself.
The activated ability is just perfect. I love the reference to delve, and the ability to remove creatures is always useful. As someone who likes to go all-in on self-mill, that ability might as well be "B, T: Destroy target creature" (even if it has indestructible). By far my favorite new legend in this set.
It's cool that we get both timelines of Taigam. After seeing the first Dragon-dominant one so long ago, I assumed incorrectly that we'd only see that version. Nice. Ya gotta love alternate timeline versions of characters (unless you're from a lame timeline, then ya can't help being a hater).
Fun ability that meshes with Sultai sensibilities. Your normal draw is three times more likely to be what you want, plus you get 2 delve fodder a turn (or whatever other purposes you have for a full graveyard). The assassin-style ability is pretty nice: definitely discourages people from attacking you. It seems like one of those abilities that the mere threat of it will keep you safe from many would-be attackers.
He's a bit like Gisa and Geralf, but he gets better as he sticks around longer while their self-mill actually wants them to re-enter the field. Also, he's eliminating threats while they tend to produce threats (unless it's Fleshbag Marauder or something similar). It seems like a similar type of deck to build, but without a Zombie tribal focus. I think this suggests a new deck archetype that doesn't exist right now, so I welcome it happily (unless there's a good self-mill Dimir commander I'm forgetting).
He has still Jeskai robes, as if he just defected. But he is Sidisi's Hand, it is far after he made defected, then made a pact with the rakshasa and ascended to second most powerful post in the clan.
He should have the robes from Taigam's Scheming....
Card is nice, though.

Just stick this in Sidisi. She definitely does not mind the milling shenanigans.
I would totally put him in my Sidisi if not more the "skip your draw step" part, because my Sidisi deck is based on dredging every turn. But I'm sure he'll do good work in other Sidisi decks.

Good point. I'm glad they went with the name because he's Sidisi's hand in KTK flavor text, but yeah, it doesn't make sense with the artwork. They should have just given him Sultai clothing. Oh well.
No Delve? Too bad. He helps support Delve cards, certainly, and his ability is Delve-esque, but it would have been neat for him to have Delve himself, and perhaps the ability to interact with cards he's delved.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Shame they didn't match the colors from this
Like Sidisi, Brood Tyrant?
The Scarab God might see a use for him too.
Read my other stories as well (some ongoing):
Reaper King (a horror story), Kaalia of the Vast (an origin story), Sequels for Innistrad (Alternative sequels for Inn), Grey Areas (Odric's fanfic), Royal Succession (goblins),The Tracker's Message (eldrazi on Innistrad) and Ugin and his Eye (the end of OGW).
The abilities all work together.

|| UW Jace, Vyn's Prodigy UW || UG Kenessos, Priest of Thassa (feat. Arixmethes) UG ||
Cards I still want to see created:
|| Olantin, Lost City || Pavios and Thanasis || Choryu ||
Politically, it's, 'The person who exiles my GY is going to lose their biggest creature.'

Technically, he's Ojutai in that other card, not Jeskai. Color-wise, he's Azorius in that card, not Jeskai.
I do agree with Ashiok that this Taigam would make for a decent control Commander. Not as powerful as Breya, but not many commanders are.

in it he was more casual, using his pajama. For his card wizards asked hin to use formal clothes and not that "unemployed person's uniform"
