I'm not sure those are mage-rings. To me, it looks like a single helix stretching away. Could just be the nature of the composition, but I really think that's one object, not a line of rings.
Even if so, the clothing of the two combatants behind her is consistent with Ampryn Tactician and Graveblade Marauder, two cards we know to be from Vryn.
Makes sense since Marauder is a Separatist, and they're fighting the Ampryn League, which is in control of the Mage-Ring Network. The question is: Which side is Ms. Thinking with Portals on?
The card itself is an interesting combat trick, and as others have said, it could be useful for forcing an opponent to kill another opponent. Blue has had effects similar to this before. Of course, it'll have issues with dealing with swarms or hexproof swingers, which Voltron-type commanders tend to be.
