EDIT: forgot to talk about the card itself. Not good. The fact that it can 'cheat' the commander tax is what could break the card, but stuffing your deck with lifegain, especially outside of green, means you will be forced to play tons of suboptimal spells. Maybe there are enough lifelink creatures to make it work? Don't know.
There is some neat Tech you can do with it in some places, The Concept of "Orzhov Bleeding with a Commander who can apply huge damage pressure." isn't entirely a bad starting point.
Because 2 life for a permanent +3/+3 is still pretty amazing. It also makes the card better in multiplayer.

I think the once per turn thing is to prevent "I'm gonna blow your face up instantly with commander damage." Like Scion of the Ur can do with Moltensteel.
This...there are better Mardu commanders and even better vampires. Looking more and more like the Dragon or Cat deck is the one I'll be getting.
Hopefully Edgar is a house to make up for his weakling retinue.

Not necessarily. Remember, almost all of what we've seen from Fiora is from one city. We really have no idea what the rest of the plane might look like.
Definitely Roman Empire. The whole armor indicates to that, and so do the structures on the background. Someone said that is Fiora in its early ages? That might be so... or maybe a new plane. I find it crazy they would make Roman and Greek world, since most Roman gods borrow from the Greek ones. Maybe it doesn't matter because, aside from that, they had pretty different traits overall.
They said something similar to this, creative believed Roman tropes and ideas (not the mythology) could fill a new plane, so in Theros they tried to only use Greek myth ideas. This defiantly feels like a Roman world.

The first good (extremely so) one that springs to mind is Serra Ascendant.
sooooo..Rakdos, Lord of Riots mashed with Vish Kal, Blood Arbiter? Kinda boring, but I guess for someone who wants to do a life gain, having access to red is a nice way of having extra removal.

Without life gain, this commander cost is ridunkulous. It's too high variance to my taste: it can cost a boat-load or as little as 3. Not my cup of tea.

This...there are better Mardu commanders and even better vampires. Looking more and more like the Dragon or Cat deck is the one I'll be getting.

Anyway for the card pretty good for life gain so right there tells me the vampire deck will be focused on lifegain.
