The art is for sure more generic "soldier" and has no actual vampire look in it.
Flavor wise a vampire doesnt need to be a mindless "sucker" and slay countless humans in rage, some do, some do not.
You can easily justify that a soldier will keep its needs in check till they go to war, then they unleash on the battlefield.
If you are powerful enough to cut your opponent in half with a sword swing , theres plenty of blood in the air.
The artwork detail is great, background is nice, theres nothing bad about it, except that it doesnt need to be a vampire, it could very well just be a human soldier.
The kind of art style would work better with a darker gold border, like the old-style, but if this is a foil (maybe?) this might look better than on these pictures.
Am I the only one who really dislikes the flavor text? Seems like it needs an extra comma or something to be easier to read.
The card itself is pretty boring. You can set up a bunch of wacky stuff you're supposed to do to make the card work, but if the end result is just a big beater, it's not going to be interesting.

I don't know about you, but I evaluate cards based on their power level, regardless if I'm playing them competitively or not. For instance, Nazhan, the cat general that searches equipment, is pretty strong. However, he is not competitive. I like him a lot. This girl, on the other hand, asks you to build your deck in a certain way that is most likely inneficient, and she is not payoff enough for that.
If you have any suggestions on how to evaluate cards other than by power level, please tell me.

Any or all of those ways you mentioned would be better than just basing it on power level.
When playing competitively power level is the ONLY way to judge a card. Sitting around the kitchen table, though, the best way to judge a card is "is this fun?" Personally, this one isn't my cup of tea, but other people's mileage may vary. This is a multiplayer product, it's supposed to be fun. I'm fairly certain this card will be a lot of fun for someone.

Obviously there is until EOT flicker stuff but there has to me something more.
So, get him in play after a sanguine bond or similar effect. At this point, you can used tainted sigil if you want. Otherwise, start the mayhem with sacking him into a sac outlet. If you have a way to recur him right on the spot, the better off you are. I can't think of any that would do it almost immediately besides angelic renewal.
Yeah I was going for something similar. Something about abusing blinking (not sure what suite RWB offers) and just massive token production and triggers like Secure the Wastes followed up by Blood Artist or toss in Rally the Ancestors. Basically BW tokens / Soul Sisters with splash of red. Ramp up life totals to either drain everyone or buff her up.

No good for a tribal vampire deck but could be a huge beater with the right shell.
Also in the best land d/stax colour combo so get her out fast, blow up all lands and voilà.
