I'm guessing the reason it isn't in the 5 color deck is simple... it only fetches basics. If the mana base for the dragon deck looks anything like the 4 color commander decks, there won't be many of those.

This feels like it would be at home in a deck that has higher power to toughness ratios... opposed to a cat tribal deck. Nice follow up after a Ball Lightning/Groundbreaker.
We've seen better ones like this. A little too easy for someone to disrupt or make you get less or even no lands out of the deal. Seems like it would just be easier to cast Boundless Realms.

No, it's because it fetches mana based on creatures you control.
Dragons need mana before they get creatures.
Cats need mana after they get creatures to start with big X/XX finishers.
This one has potential but at five mana and with a stipulation that lets people easily hose you... i dunno. It bears testing but as someone else said i prefer cheaper ramp (cultivate/kodamas reach) utility creature ramp (wood elves/wall of roots) or just cheap solid ramp (natures lore)
I kind of feel like if you do vomit out a ton of lands you were already in a position where you were winning, or you just put a massive target on your head and have one turn cycle to try to survive
Solid card. In a deck like Titania where you have multiple 5-power creatures out, you're getting some nice gas. In a more casual deck, you can curve this into boundless realms and get scary. The cat deck hsa an equipment theme, so there's its motivation to cast this.

Curve it into Boundless Realms? Isn't that a bit excessive like recasting Boundless where I often don't even have the full X left to get even with 3/4 of my lands being basics?

Looking in the card general terms, I'm not too excited about it unless I'm using some counter-based deck like Ezuri, Claw of Progress. Likewise, I kind of like this in an Arahbo, Roar of the World deck. Wait until after combat and you get three extra lands (if your chosen kitty lives through combat, of course).
I may give this a go in my Selvala, Heart of the Wilds deck. The deck aims to drop at least an 8-power creature on turn 3 and plays a lot of Hydras, so there's never such a thing as too much mana. Plus, filtering out that many lands from your deck means you're more likely to hit gas for the rest of the game.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. I like this. I just wish it had Ajani in the art. "An avatar he sculpts of curiosity and exploration." (Okay, that sounds more U, but a lot of ramp spells have an exploration theme, so I'll go with it.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Who says you need to wipe the board when you can just nuke the fattiest fatty?
Casting this thing with some 9/9 monstrosity will feel great. Casting this thing and having your 9/9 monstrosity die in response netting you 2 land because your other creature is a trinket mage... not so good feeling.
I already see this happen a lot with overwhelming stampede and soul's majesty.
As for your other point... if you do get say 5+ lands off this... if the table doesn't immediately see the guy who just dumped 5 lands into play as a threat then theyve got major problems with threat assesment
