You're completely missing the point here. Bolas isn't interested in randomly conquering planes, he wants to regain his power. We know he wants to transport the eternals somewhere using the planar gate, but where does he want to go and what is he going to use the Eternals to fight?

It has nothing to do with Jace. The flavor texts in this set are just dumb. It's all written so people who don't read the story can figure out what's going on. Usually to the detriment of the card it's on (see: Razaketh).

I think Bolas is just looking for an nigh-unstoppable army. The more the art book reveals about his plans, the more formulaic Bolas turns out to be.
He is just doing what evil overlords always do--hijack some nuclear weapons and hold the world hostage.
