Blue certainly doesn't get to steal enchantments all that often. This is a neat card, but at 4 mana it seems like it will be more of a limited bomb then a constructed playable.
Definitely better than Confiscation Coup, a card I really like in energy decks, and also better than Control Magic, the original "control creature" spell. Taking control of an enchantment is new to me--the only card I can think of off the top of my head that did that was Shifting Loyalties but I am certain research will uncover more.

Sure, "gain control of target permanent" cards can grab enchantments, but this might be the second-ever "gain control of target/enchanted enchantment" card. Aura Thief gains you control of all of them, though.

I cannot believe I forgot about Lay Claim, especially since I used it at my second AKH prerelease event. Of course, truth be told, I went 1 - 2 at that event because blue/black was not a good color combination.
And its actually really good even with the overexert drawback.
It's a fun card, I'm glad they didn't go with until end of turn. I'm not sure if blue will want to overexert for this especially at this point in the game.
Controlling stuff permanently is always awesome, especially non-aura Control Magic. And this hits artifacts and enchantments as well for the lowest cost possible.
Having said that, there's so many arts like this that you can forgiven for thinking it's Force of Will.
Did wizards ever comment on why they intentionally chose to use the old "Lands you control don't untap during your next untap step" in place of "Exert all lands you control" even though both pseudo-exert-lands and exert are two themes in the same block? Its like when they did colorless mana midway through BFZ
I don't see why the flavor would keep exert to be creature-specific in the first place
Daamm. Thats strong.
I find Rhonas' Exertion still the best one though. All.will see plenty play, except the red one of course. It is soooooooo much worse than any of these nice ones.
This is without a doubt the best of the entire cycle.
It doesn't leave you defenseless on your next turn unlike most of the others, you steal your opponent's best permanent and force them to 2 for 1 themselves if they want to get rid of whatever great card you just took from them.

More pertinent to this block, Lay Claim

Did a Gatherer search, here are all the rest of the "control enchanted permanent" cards:
