Kolaghan's Command says hi from 2015. But yes, in general terms you`re quite right. People really don`t like to get cards ripped from their hands at the end of their draw step, and WotC complies.

Really, some people just love to complain about every card that isn't stupidly broken. Disperse is already a very fine card on its own, and this comes with a bonus, besides its obvious uses in Limited, I predict this will see Standard play if control decks with access to UB become played, the bounce half can have its uses in pretty much any match up, and the Mind Rot half can be used in the late game when you have mana to spare, and in case it gets countered, so what? It didn't cost you a full card anyway. A solid car all around.
The card is totally fair. I could possibly see Oblivion costed at 4 or exiling the cards at 5, given the fact that Madness and other 'discard matters' cards exist in the format (and even the set).
When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.

Besides the bottom side being a bonus, thus making Consign a strictly better Disperse.
The topside vastly improves the bottom side. The problem with Mind Rot is of course that it's bad value when the opponent has less than two cards in hand, and becomes a dead card when the game moves to topdecking. This is fixed by Unburden by the cycling. It is fixed in this case by the Consign half. If your opponent has only one card in hand, you consign their best permanent at the end of their turn, then Oblivion them on your turn, taking out their biggest threat and whatever they were saving. This is situationally better than Recoil, as Recoil is only able to guarantee removal of a permanent if there are zero cards in the opponent's hand, while this works at one or less cards.
Very much approved, the uncommon aftermath cards continue to greatly outshine the rares.
