It seems like the effort required to play this vanilla guy isn't worth the payoff at all. And rare...? Is it because they poked cycling on it? Serious bummer rare to open in sealed or draft.
Regardless of how strong it is compared to other rares, I just can't see this at uncommon. The closest thing is Myr Enforcer, which is worlds less efficient.

Geez man, cool it. You're not convincing anybody of anything, just looking like a crazy person. Maybe you might want to read my post before you throw one of your online tantrums in my face. I'm not trying to claim the card is a strong rare, but rarity is not and should not be dependent on strength alone. Like it or not, this card is sufficiently complex to be a rare, and at lower rarities its cost reduction ability would warp limited. Cost reduction abilities in general tend to do horrible, horrible things in high concentrations.
Well, the jerks who bought out Fluctuator must be feeling pretty proud of themselves right now. Not sure what else to do with it, outside maybe Noose Constrictor shenanigans in Standard. Cool design, though.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

You could god-draw even better in modern. Mountain, Faithless Looting, Street Wraith, and then 4 of your other first 10 cards being Hollow Ones. You'll get 4 of these on the field and still have 4 cards in grave (Faithless Looting, Street Wraith, and whatever 2 cards you pitched to Faithless) and one in hand.
