1. Why is it rare?
2. Where was the guy who designed this during the rest of the set?
3. If there was a vertical cycle, we'd have a cool archetype. But nope!

Yea, those are MTG Bars. What can I say, I am a dork
Seems good for living end. It isn't as big or cheap to cycle as some of their threats but it can actually be cast for 3 or less unlike the other threats the deck plays. Gives the deck a different line of play.
Standard: T1 Insolent Neonate; T2 pop the Neonate then either cycle one card that cycles for 1 mana then cast this for 1, or cycle 2 cards that cycle for 1 mana each and cast this free.
Happy to see Cycling is getting some more love! This guy is pretty sweet in a budget cycling control deck I'm running with Shadowstorm Vizier and Archfiend of Ifnir. Seems legit!
It seems like the effort required to play this vanilla guy isn't worth the payoff at all. And rare...? Is it because they poked cycling on it? Serious bummer rare to open in sealed or draft.

Regardless of how strong it is compared to other rares, I just can't see this at uncommon. The closest thing is Myr Enforcer, which is worlds less efficient.
The effort isn't an issue for discard-centric decks anyways, since they can just drop this while doing what they normally do. It's bigger than all of Dredge's self-reanimating creatures, as well as everything Living End can hardcast. That counts for something, even if the card isn't as flashy as you would like it to be.

In theory you could drop 4 of these on T1 in Modern or T2 in Standard. It may not be great for sealed or draft, but this will see constructed play. Like, in every deck that runs Faithless Looting.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Interesting
I wonder how fast you can drop this in standard...
The art looks like it has giant ears until you look closer.

Also red green madness in standard could be fun.

Turn 3:Cathartic Reunion, Hollow One
(For Not-Stanadard)
Turn 2: Faithless Looting, Hollow One
Standard: T1 Insolent Neonate; T2 pop the Neonate then either cycle one card that cycles for 1 mana then cast this for 1, or cycle 2 cards that cycle for 1 mana each and cast this free.
Modern: Two Street Wraiths and this lands T1. Three Street Wraiths (or one Street Wraith and one Faithless Looting) and multiple of these can land T1.

Discard is a whole lot easier with those 1 drop draw two discard two turn two this guy in a jiffy
Spirits
........................
T1: Mountain, cycle Street Wraith, Faithless Looting discarding Call to the Netherworld retrieving Wraith, cycle Wraith again.
4 Lupine Prototype
4 Simian Spirit Guide
4 Hollow One
4 Street Wraith
4 Fiery Temper
Sorceries
4 Call to the Netherworld
4 Claim // Fame
4 Faithless Looting
4 Cathartic Reunion
24 Mountain
And one key attribute of Hollow One is that Fatal Push can't hit it, unlike Lupine Prototype or Myr Superion.
