I don't think something that hasn't occurred can be "repeated". For this reason, I believe casting this for BB (X = 0) will still cause one instance of the effect.

I think the confusion came from the wording itself for an action to be repeated it has to have occurred in the first place.

That to me means if X=1, 6 life could be lost baring no sacs or discards. But we'll have to wait and see what WotC says.
Farm to Market is weird. The name as a whole seems off-flavor, and how does "farm" signify "kill combatant"? Is it a convoluted Swords to Plowshares reference? It would be justified by some really good/interesting mechanical cohesion between the halves, but that seems notably absent as well.

Yeah, I'm not sure why they went with this "new" templating of "repeat this process" effects. I think the this card with the old templating could/should have read, "Each opponent loses 3 life unless that player sacrifices a nonland permanent or discards a card. Repeat this process X times."

I think it's fine to have aftermath cards that just work well in the same kind of deck, in this case a control deck which would be very interested in casting the first half early and the second half late when lands are less important, so it definitely has synergy in that regard as far as I'm concerned.

- "100% chance of 8+..." (assuming you get 5 +1/+1 counters on Ramos);
- "...all you need is 6 more..." (that's not insignificant); and
- "...42 damage" (assuming your opponents aren't discarding anything or sacrificing nonland permanents)
Seems like a lot of hoops to jump through when you can just Urborg/Coffers and go nuts.

The "Repeat" implies that the cycle can occur multiple times. X = 0 means "Repeat this 0 times" which translates into "Do this 0 times".
