We already had a name for reveal-hand-and-exile-nonland-at-this-cost. Night Terrors. The only difference (other than the second mode) here is that this strictly targets an opponent, while Night Terrors targets a player. You can Night Terrors yourself if for some reason you wanted to (Hedron Alignment?) or if for some reason an opponent could change the target of your spell.
Castigate is opponent-only, but obviously not this cost.
It's a ok card designed for a slow standard meta game. I'm surprised it wasn't a rare considering some of the other cards they have printed as rare in this set.
For a card named "DOOMFALL", I expected some mythic crazy insane powerful over the top effect, not an uncommon that has Cruel Edict or Coercion modes. Oh well, will be used in Standard possibly. Not much else to say about this one.

Doomfall may not be impressive mechanically, but holy smokes wizards needs to do more cards that ooze flavor like this. On a pure cosmetic, naming, and artistic level Doomfall beats the living crap out of Fatal Push. I mean, just the name!

Ignoring the first clause, this is a slight improvement over either Transgress the Mind or Lay Bare the Heart. The first clause becomes much better after you cast Yahenni's Expertise, but I am not sure mono-black control has enough tools right now to be a viable option.
Weird, I didn't realize Modern didn't allow you to play cards with more than a 2 CMC.
It think he meant too expensive for what it does.
It doesn't seem like a bad card but in most cases Kolaghan's Command seems better.
Yes the effect is not worth 3 mana, especially when the opponent gets to choose the creature. The option for discard doesn't really save it either. It's a fine card for slower formats though.
