ok card, probably will see play as a 2 off in some red green energy decks. In limited this is gold, making chump blocker uefull to attack later game and putting pressure in the early game looks good

I agree with you to some extent. But you also have to consider that people who buy packs are happier to open something exciting, rather than throw 99% of their opened cards into the garbage can. Cards like these in the rare slot just make everyone feel like they wasted their money.
I think the issue is that people are looking at this to be a complete package and want rares or mythics that can carry the game in their own. It's refreshing design similar to rhonas in that if you keep the battle field in check it's not super impactful, if you start falling behind then this keeps you on the back foot allowing the aggressor to cement themselves firmly in the role.
This is quite an absurd ability because the pump is affected by zombie lords if you return it and plastered on something hard to block could be a huge life swing from nowhere. It makes for swingy but interesting games if you manage the board state correctly. That sounds like a rare that leads to better engagement from both sides without being something like glorybringer in limited or goyf in constructed.

Let me make myself clear. I didn't say this was a bad card. I said it was a bad rare. I acknowledge that its a bear with upside. Which is fine except that as a 2/2 on turn 2 the ability might matter once in 100 games. I acknowledge that as a mana sink Eternalize is pretty good. The problem is that rares should scream pick me. They should influence the direction and colors you play. Be be overshadowed by some random bird.
I get buying packs to crack exciting stuff, but exciting to you is based on how you play the game. Limited, constructed standard/modern/legacy, edh, casual. This card can overlap several of these formats. Is it stellar? No. Is it serviceable? Yes.
I wouldn't jump for joy at opening this, but I would be more excited to get this then something like sigarda's aid for limited or standard.
These spoilers are literally having me laughing on the floor. It's basically Mercadian Masques all over again! The set is going to be fun, but definitely doesn't have a whole lot of staying power if people are interested in competitive play. The good news is that if they did the depower treatment this set things should start evening out in the fall set.
What I do like so far is that it appears Wizards decided to make this set appeal to the EDH / Commander crowd. This guy is playable value late game as part of the 99 even if he isn't the strongest card, and he may have a place in limited. I think my favorite of the two mana cycle has been the red creature with haste.
Also, not saying the set doesn't have constructed playable cards or competitive cards, just that over all it is very conservative on costs. If some of these cards were in Kaladesh they'd be cheaper to cast or have some kind of boost in attack power or toughness. This one in particular probably could have been a 2/3 or maybe a 3/2 if they wanted to make it pushed.

This is not actually bad, in fact it's quite good (paying 2 mana for a +2/+2 with a bear attached is solid and this has flashback 6 for +4/+4 and a 4/4 in the mid-late game).
It fits well in an aggro curve and it gives aggro decks extra late game reach.
The problem is that nothing about it feels more than a solid uncommon. It definitely doesn't feel rare, way too vanilla, sad when simply adding trample/vigilance to the skill would have gone a long way without making it too OP.
