Besides the obvious utility for casual Zombie decks, or a new UB Zombie Archetype in Standard, this guy may have its uses as a finisher in UB Control decks, things like Never//Return or Oath of Liliana can create one or two Zombies before the Scarab God hits the table, and then if you manage to untap with it in play...the fun starts.
I still think they went too conservative on all these gods and should have priced them one cmc lower than this. That seems to be the running theme with a lot of cards in the set outside a few exceptions, such as the new counterspell (which is uncommon and actually is better in a lot of cases than Disallow).

As for the card, He reminds me of the mimeoplasm a bit, and I think I want to build around his second ability. Things like Needle Specter and Blighted Agent should be fun.
I'm interpreting its art as a guy with a scarab on his head trying to get it off with its kopesh. That or it's trying to scratch its back.

It shouldn't count as Commander damage, no. Otherwise Athreos would be much better given that only 6 nontoken creatures of his could die before they all keep coming back.

No, at cmc 5 this is perfectly costed--the usual removal spells only delay it, not kill it. Once one of these gods hits the battlefield people will stop trash-talking Hour of Glory.

It's abilities are on upkeep and the body on the creature is okay for 5 mana. It isn't indestructible either and can get hit with exile effects. So yeah, I'd pay one less and have it as a 4/4. Unless you are saying tribal Zombie control is a thing?
I see why they made it cost five, but that was so it doesn't get hit with fatal push. They want cards in the later set that have impact to stick, just how exactly is this competing with the gearhulk cycle or even some of the vehicles?
