Oh, I see what you are saying--the first angel's ability is on the stack when the second angel exiles it. That should work since the ability doesn't require the first angel to be on the battlefield when it resolves and by the time the first angel reenters the battlefield it is a new object.
I think if it was a 2/4 flying vigilance instead of a 3/3 it would be universally better than what it is. This angel feels too vulnerable to removal to be actually good and there aren't a whole lot of good blink targets to make use of the first half. The second half sounds good until you realize it has to tap to use the ability and it has to exert, leaving it tapped the following turn.

Sure for modern, but remember how awful damage based removal is in standard right now. every damage based removal card is conditional that can do 3 or more; either relying on energy or 2 cards like the temper axe combo or sorcery speed. This card is far more playable in standard right now than people realize, and eldrazi displacer is proof. it has the same toughness and is more mana restrictive because it forces colorless mana sources and it still saw play. For one mana more, your get flying, vigilance, and can play it in a mono colored deck. This is fair and balanced creature; unlike the pushed nonsense we are used to seeing

and that's a garbage removal card that will kill her in limited, but never even make the sideboard of constructed deck, so there's that. and the 3 cmc means you wasted your turn to kill it and they just put out their next threat. if it was a lightning strike you could have at least played a 2 drop the same turn, but I guess that's too powerful now
Did this need the 1st activated ability? No? Then don't give it to it.
The first ability is mostly for your benefit, to save something from removal or to get value from ETB effects, while the second one is to get rid of opponents things.

I should have said instant speed walker removal. We have sorcery speed removal, but what we really need is something like Hero's Downfall.

I could see this being played in Standard, not so much outside of the two formats I listed.

No worries. Downfall was a very strong card. Technically I suppose it still is but I haven't seen anyone using it lately.
