In additional, you need to spend 1 mana to exile a card, where Relic of Progenitus does not need any mana to exile a card.
Crook costs 2, Relic costs 1 to cast.
In the first ability of Crook, the exile costs 1. In Relic, the exile is free.
In the second ability, Relic will let you draw a card.
There's no way that choosing the target of the exile vs the fact Relic beats it in THREE instances makes Crook "strictly better". I'd argue it's not even better.
Does solemnity work well with cumulative upkeep? You can't put an age counter on the permanent but you can still pay the cost equal to the number of age counters?
Assuming you have this out before cumulative upkeep has had a chance to trigger and give the permanent in question a counter already, you would put no counters on it and then sacrifice it if you don't pay the upkeep cost for each counter on it, but because that would be 0, you are not actually required to pay anything, and failing to pay won't result in having to sacrifice the permanent.
Well that card just shut down the last gearhulk anyone was playing in standard. Also stops hangarback walker and walking ballista. Also let's persist cards never die and it's an enchantment that is hard to remove Vs a creature.

I'll be completely honest, I could see this rivaling the best sideboard card of all-time, except it's both a hoser, and an enabler. I hope to crack a copy because this will see eternal play, and that's no good for my wallet.
The easy way to test which card is better is to take an established deck using Relic, substitute with Crook, and see what happens. In most instances, you probably won't notice a difference but in the long run the extra card draw from Relic should make it better. In Standard and Limited, though, we will have to rely on Crook, whose primary use will be to prevent Torrential Gearhulk from casting something out of the graveyard for free.

Cards in suspend aren't creatures, enchantments, artifacts or lands yet. So it's not applicable to them. Besides, they're in the exile zone, which the card doesn't care about. Specifically the 2nd line.
It's a lot easier to kill a creature than an enchantment, and it forces you to play GW.
EDIT: Melira dies to the three main removal cards in Modern. It dies to bolt, path, and unrevolted Fatal Push. So against most decks, it likely will only buy you a few turns. With this, enchantments are a lot tougher to kill, not many decks run enchantment removal. This becomes a much tougher threat.

There is no interaction between suspend and Solemnity, suspend puts time counters on a card in exile, but Solemnity only prevents permanents on the battlefield and players from getting counters. You may be suspending a creature card, but until it's actually on the battlefield it's not a "creature" for effects that care about that (which is why effects that do care about card types in zones other then the battlefield specify cards or spells in their text).
Unless they're already out on the battlefield I think. Just means more can't be put on.
Guess again: Relic lets you draw a card on the second activation. New card does not.
But the targeting is very VERY valuable, to be sure.

This one doesn't draw you a card and costs one more...it's definitely worse than Relic

Well, except planeswalkers. Leaves planeswalkers alone to proliferate all day.
You'd have to wait until your upkeep, but it would be sacrificed that first upkeep after it entered the battlefield.

Don't forget steel overseer as well. Unfortunately I think 3 mana will hold it back from seeing much use in general.
