Well, before people get carried away with this card it's important to note it costs a lot of mana for a hate card. Most of the best hate cards in modern are 2 cmc, and a 3 cmc hate card that doesn't retroactively blow away counters isn't going to stop as much as people tend to think. Solemnity is a card that is built to look menacing, but due to the cost it will be a bit challenging to work around. To its benefit, it works really well in block with the creatures that come into play with -1/-1 counters, as it prevents those counters from being applied later as well. At the same time, freaking 3 cmc is too much.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
One of the wrost graveyard hate for a while. Unless Legacy depth running 4 enlightened tutors breaks the white card, I don't see it getting play either.
Is it for sure that Solemnity stops replacement effects such as on Tendo Ice Bridge?
I suppose it's possible the rules might change, but yeah, as of the current rule set it is 100% for sure, things that would enter with counters enter with none instead. Unless they are planeswalkers.
What I'm finding funny is that Solemnity is probably one of the most impactful cards in Magic they've printed in a long time, and yet the guys selling the cards on pre-order are putting the new Nicol Bolas at 20+ usd and this guy is worth less than the flying bird man that cycle counters abilities...
I mean, this isn't blood moon as it can't retroactively impact things already on the field with counters, but it basically has the ability to stop certain strategies right in their tracks and synergizes with a lot of cards in MtG history in a number of degenerate combos. Infinite life with Kitchen Finks, unkillable when used with Phyrexian Unlife, infinite, unkillable creatures when comboed with either persist or undying, near instant flip on Thing in the Ice, etc.

The flip side is its a combo or hate piece that costs 3 mana, and does literally nothing other else. Sure, it can create some cool combos, but those combos would have to be very very strong to warrant running it over cards that can actually impact the board.

Right, it's purely a sideboard card, which does put a cap on the price, but I'd put it up there with similar kinds of hate cards like Chalice of the Void until something better is printed that does approximately the same thing. This may be the first 15 dollar rare card we will see in a long time due to being released in a summer set and also having so many possible applications. Basically, this conversation happened before with Blood Moon many years ago when it first got released, just without the internet.
Also, I'm aware that Chalice is like a 50+ dollar card due to the meta right now in modern so it can seem a bit odd to put it up against that, but it basically has all the same traits: It's a hate card that has basically no mechanically similar alternative that was printed in a set when the print runs were much smaller. In this case the print run is better, but it's in a summer set, so time will tell. Short term I think this card may get overlooked due to other cards that have been spoiled.

While it's possible you're right, I'd argue that "playing spells" or "playing nonbasic lands" are both much broader catergories of hate than "using counters", especially when the first deck that comes to my mind as using counters (abzan company combo) would absolutely love to have you drop a Solemnity against them, so they can combo off with yours.
