Same here. I just don't know why it's green. I guess Rhonas had a zoo but that's kinda loose for designing a card flavor-wise, especially when the ability is white.
Similar to Elephants, Rhinos, and Wolves/Hounds, the wild version is green and the domestic/civil version is white.

This card is pretty terrible. Great art but the rest is just gross. Three mana for a 2/2 that you have to pay W and exert to get the tokens, effectively removing it from combat for two turns. Honestly, I don't know if I'd play this in casual edh...And I'm a cat person...
A drawback that even the most causal builds can work around. I mean, regardless of deck theme/direction, if I'm in GWX, I'm playing Seedborn Muse. Secondly, there are actually some really good tap abilities in the Cat tribe, or at the very least an aggrevie theme that encourages attacking, so Quest for Renewal is a solid include. I won't really go into the numerous individual untappers, but those are plentiful and well known as well.
Beyond all of that, you'd actually want to build a deck in such a way to mitigate the drawback, because the pay off is pretty great. Its a bit slow, sure, but it's basically a wonky Geist-Honored Monk. The tribal support is there, too. No reason you couldn't drop this as a 3/3, or potentially a 4/4 on turn 3, consistently, and again, just building a deck to show off some cats, nothing game breaking.

You realize it makes tokens as fast as a Imperious Perfect right? Now elves are an easier tribe to get going, and Perfect does pump her tokens but they both generate 2 tokens every other turn, this card does it while spending less mana.
Actually the turn after this loses summoning sickness Perfect actually can only make one token and this thing makes two.
What you can do is attack with this and Ahn-Crop Champion, then exert it while it's attacking to add a couple more Cat tokens and boost it further.

Yes and no - tapping a permanent isn't actually a cost of Exert, all that does is specify that a permanent won't untap during your next untap step. Actually tapping the creature is not required, it's just that all the prior Exert creatures only let you choose to Exert them when they were declared as attackers, which normally involves tapping (which is why giving the Exert creatures from Amonkhet vigilance completely mitigates the downside). This creature just happens to have an activated ability that requires tapping it AND exerting it (and a mana payment), so unless you give it vigilance or untap it via other means after you declare it as an attacker, you could not normally attack and also activate the ability during the same turn because you would not be able to pay the costs.

Really? Block, pay W, now you have a 4/4 and two 1/1 lifelinks. If you've got token doublers out, you're looking at a huge growth curve. Even without, you're making tokens at the same rate as all the other cards that tap to make a single token every turn.
@damagecase: Yes, you can use the Sovereign's Exert ability while it's attacking if it isn't already tapped from attacking (because it has vigilance or you untapped it after tapping it to attack).

It is almost as if Wasitora should have been Naya instead of Jund.
Or, it is almost as if Wasitora wasn't created to be the go-to cat commander, and was only given the cat creature type for flavor reasons.
wasted card is still wasted. You can make cards that work both mechanically and from a flavor standpoint. You know, it's called making good cards.
Wasitora is in the dragon deck. Were you really expecting a cat commander from the dragon deck? If it hadn't been Wasitora, it would have been some other legendary dragon; one that isn't a cat, and therefore is even less useful as a cat commander.
Also, Wasitora does work from a flavor and mechanical standpoint. Just because you can't use her for a single specific purpose, doesn't mean she doesn't work. Not every card needs to fit every deck. (Hazoret doesn't fit my five-color god tribal deck, oh noes!) Not every legendary creature needs to fit as a tribal commander for all of its creature types. (Kraum, Ludevic's Opus is ill suited to be a zombie commander! So terrible!) And above all, WotC is under zero obligation to print cards specifically for you and the decks you want. (I have been waiting ten years for a GU morph commander. Woe. Is. Me.) WotC will print a suitable cat commander when they get around to it. If you're feeling really impatient, email them to let you know you want one. Until then, quit whining about every card that isn't your precious cat-mander.
But said card doesn't have vigilance. Ergo you can either attack or exert it and pay W to get the two cat tokens, correct?

While its true that you are generating tokens at the same rate as other cards, you are also effectively removing it from play as an attacker or blocker for two turns as well. So you effectively have a 4/4 that is tapped and won't untap during your next untap step and two 1/1 life linkers turn four. So you will be able to swing with it on turn 6 essentially. How good is that again? Also, never have the crux of your evaluation of a card move so quickly into the premise of "if such and such a card is in play" etc. If ifs and buts were candy and nuts, we'd all have a merry Christmas. It's really close to being good. I don't think it gets there though. Maybe in edh...
Note, I cannot speak for standard so it may be fine there.

The block has enablers built around "cheating" with your Exerters, like Ahn-Crop Champion. You can give the Sovereign vigilance and untap it with effects. Samut, Voice of Dissent certainly doesn't mind having some kitties around to keep her company.
