i keep re-reading this card for a downside but I don't see one. I'd pick this pretty high in limited and even consider First-Picking it if my pack was weak and I didn't want to commit to anything. I like.
Interesting, so it starts all built up with the brick counters. Then as you use it's more powerful ability (draw a card) it gets demolished/destroyed until all that is left is the rubble that can only do the weaker ability.
Nice flavour to that. Will be interesting to see what other artifacts try this and what they do.

This can obviously find a home in proliferate decks in EDH. Since most of those decks are Atraxa, I don't know if this is good enough to make the cut. With U, B and G in them, I feel like you're not hurting for card draw.
Wondering if it might have a home in Mono R and W EDH decks though. Specifically red decks with an artifact theme using Goblin Welder, Trash for Treasure or Daretti, Scrap Savant. Get the cards and then cash the thing in once it's no longer generating cards. 4 mana for one card, 6 for two, 8 for three. That's not great, but when it's broken down into installments of 2, that's more appealing. It's probably too clunky for tuned decks, but I could see it doing good work at a more casual table.
What I find neat about it, is even if you remove all the counters on it when trying to draw cards, it can still serve as basically a crystal ball.
Indeed. And if you run something like Contagion Clasp (or better, Engine), it is, at worst, a bad colorless Phyrexian Arena. Or, just, you know, sac it and then bring it back with Sun Titan.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Exactly. How many times are you going to untap four times with Jayemdae Tome in play? Plus you could in theory keep scrying even then. I mean, Jayemdae Tome is bad, but this may be a sign that they are open to making somewhat better artifact-based draw.
this is sorta like the charm cycle thing (charge counter artifacts in Scars of Mirrodin), but without the ability to add brick. *insert freakazoid BRICK!*
Love the design of that card. Also that early on (not that you want to use it too early, anyway) you get the draw effec when Scry is relatively weak (because you may still be in need of lands), but after you used it three times, you're probably well set in the lategame where scrying is a lot more powerful than it is in the beginning.

Basicly brick counters going backwards in hournof devastation.
I like the reverse Brick counters theme here.

There are ways though, Quarry Hauler for one.
Proliferate is another good option. Particularly if you have Contagion Engine.

The card itself is not bad. It is a decent pick in limited.
