Specifically, your surmise is that WotC 'knows' that HOU is 'not going to fix Standard' and they are willing to play the odds.
This premise is the faulty one in your logical chain, because it would be a radical departure from WotC's historical position. To support this premise, you allege a variety of unethical activities to WotC and act like they are not, financially, a highly risk-averse institution. I cannot list all of the risks that they are taking, but here are just some:
The fact that they might be wrong in their surmise. Given that WotC has apparently already messed up Standard, why do you believe that they can accurately predict the metagame after Hour of Devastation is included? They couldn't before. So... why should they sandbag their own set?
If it comes out that they are willing to leak information in unofficial ways, they will face incredible pressure to make leaks this way officially.
Again, if it comes out that they are the source of the leak, it may harm their IP if someone else leaks in future.
