Personally, I am happy to hear it is returning. Hopefully they'll reprint Goblin Marshal in the goblin deck. It's not on the reserved list and has never been reprinted. It would be great to see in the new frame and with new art.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
Goblins get another Duel Deck? So they are out of commander 2017 then. Elves aswell. Zombies are getting quite abit of love in Amohnket but it i don't think its enough to confirm them out just yet.
Perhaps WU Merfolk vs. BR Goblins? Though it could just be monoblue vs. monored. Looking at ideal face cards for each deck, my picks are Prime Speaker Zegana and Krenko, Mob Boss, which would of course mean the Merfolk deck is GU. In that case, I'd definitely want the Goblin deck to be BR. I like the idea of playing up a slight Ravnican flavor with Zegana and Krenko as the face cards.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I like your idea of merfolk being UG, as mono blue merfolks have been underwhelming (Laquatus? no synergy at all). Gaea's Skyfolk is an amazing merfolk to add to the deck too.
I have a merfolk deck (super easy to toggle between Legacy and Modern) and I don't really want to see those expensive uncommon merfolks being reprinted (I got my Cursecatchers at US$9 each...)
I'm super excited to see a Merfolk deck though, and I think I'll be pre-ordering 4 of them.
Like most of the products, reprints came easier and overall value and playability was higher earlier on.
I fully expect lots of useless fluff to be stuffed in there. It'll be worse for the Merfolk than for the Goblins, because if you're playing Goblins then you know how often you've had to make do with sub-standard or even Vanilla creatures for the sake of your tribal deck.
I'm hoping we eventually see monowhite Angels vs. BR Demons and Devils, the classic battle of "Sunlit Heavens vs. Fire-and-Brimstone Hell". Could be part of a series of "color vs. enemies" duel decks that help exemplify the conflicts between colors and their enemies.
